1. Military folks who live in on-base housing; they receive housing at no cost; they receive no cash housing allowance; the value of the housing benefit is not reflected on their earnings statement. Changes in Child Nutrition Program Law and Regulations Pennsylvania Department of Education, June 2005 Examples: Result: the value of their housing is NOT income for purposes of making income determinations.
