Role and Responsibility of NIS (1) NIS is responsible ( Art. 11 of Statistics Law): – Conducting censuses (Population, Agriculture, Economic) – Conducting surveys to collect basic statistics (Cambodia Socio-economic survey (CSES), demographic and health survey (DHS), demographic surveys, labor force survey, etc.) – Collecting and utilizing administrative data sources (e.g. compiling national accounts and prices indices, economic, environment and socio-demographic indicators, statistical yearbook, etc.) 2
According to Statistics Law (Art. 14), the NIS has a role: -Coordination in activities of statistical development, including training with line ministries and institutions -Making official statistical policies in establishing an integrated NSS -Cooperative arrangements in statistical activities with international organizations and other national statistical offices -National statistical standards (classifications, concepts, definitions and statistical units), so as to avoid confusion on the part of data users and any duplication of official statistical data on the part of data producers Role and Responsibility of NIS (2) 3
Current Efforts to improving statistical legal framework and development plan Amending Statistics Law in order to respond the required financial support from the government for NSS The revised draft of the new Statistics Law has already passed the Council and Council of Ministers and its expected to be approved by National Assembly next year Prepared National Strategic for the Development of Statistics (NSDS) to align with National Strategic Development Plan (NSDP ) and regional strategic plan (ASEAN Community Strategic Plan ) 4
Area of Concerns and Ongoing Challenges Most statistics/indicators and related metadata remain not being reality accessible by most line ministries/agencies and the public The low number of qualified staff Methodologies not yet in conformity with international standards Increasing demand for statistics in development monitoring in national level and in consideration that regional and global development framework, such as ASEAN framework and SDGs development priorities will have a larger impact on the NSS in the near future Increasing use of modern technology in data dissemination and data exchange, and comparable data from both national and internal levels Insufficient finance from the Government and the reduced financial support from development partners in the future 5
Future Actions and Needs Support (1) Strengthening institutional arrangement and coordination mechanisms through maintaining focal point network, technical meeting (e.g. Statistical Coordination Committee, National Working Group on NSDP M&E), national consultative workshop, and high level statistical forum Increasing the promotion of international guidelines/standards and methodologies, statistical advocacy and communication both in national level and sub-national levels 6
Future Actions and Needs Support (2) Strengthening and better improving institutional capacity development both in central statistical office and line ministries, as well as sub-national level through providing statistical training, especially TOT on practical statistics and data analysis using computer-based programmes Strengthening ICT infrastructure and IT staff competence, especially website development, database management, data dissemination and SDMX technology, and to ensure that well capacity transfer Participate in regional and international training, meeting, workshop and study visit 7
Future Actions and Needs Support (3) Modernizing CamInfo dissemination system: – Maintaining and expanding list of development indicators both national and international/global development monitoring, such as NSDP M&E indicators, ASEAN monitoring indicators and MDGs/SDGs – Improving CamInfo database contents through regularly update data and metadata accompanying the indicators – Ensure that CamInfo database contents are available both in local language (Khmer) and English Strengthening data quality and accessibility of development indicators through promotion of CamInfo online: – Maintaining tool for mapping and exchanging data and metadata via the use SDMX technology – Looking forward the discussion and sharing further national development indicators as well as SDG related indicators between the national and UNdata 8
