2 1. Global Rating for Cambodia -Corruption: 157/170 nations, TI Corruption Perception Index Freedom in the World Status: not free, Freedom House Rule of Law: 91/99 nations, World Justice Report Failed State Index (0-120, higher is less stable): 88, Fund for Peace 2013.

-Thematic: NSDP , D&D 2009 – 2018, IP3-II , ISAF Partnership Arrangement: DCPS 2014 – 2018 (TWGs, GDCC, CDF, Annual Gov’t and NGO Meeting, Bilateral Meeting, Private sector Forum) -Currently, 85% of CSO funds are sourced from foreign aids. INGOs as a key intermediary for the funding. -Enabling Environment: emerging political parties, robust growing in private sector, restricted legal, reduction of grants. 2. Key General Trends

Current Legislation Environment -No consistent practices on legislation drafting process -Challenges remain for the fundamental human rights -Roles of civil society and public undermined within the law drafting process -12 laws (different status) are in the recent agenda of the government -Power consolidated, almost absences of separation of power (including court and arm forces)

Requirement for an inclusive, transparent and participatory process within the post-2015 DA It is key to link the global vision with the realities of people’s lives and their empowerment. CSOs strongly represent the voices of the poorest and the ignored groups Important roles of CSOs contributed to the development (service delivery, humanitarian, people empowerment….) The Important role of CSOs in M&E, transparency, accountability….. 6. Why CSO Partnership in SDGs?

Key Suggestions  Educate your staff members, communities and partners about SDGs and LANGOs  Reengineer your priorities, working approaches, and resources mobilizations;  Mobilize funding partners and donors to support our collective movements such as support on systematic movements; revisiting funding modality;  Mobilize local citizens and CBOs to be your real constituencies
