National Gifted Programs

GA State Gifted Rule Gifted Student - a student who demonstrates a high degree of intellectual and/or creative ability, exhibits an exceptionally high degree of motivation, and/or excels in specific academic fields, and who needs special instruction and/or special ancillary services to achieve at levels commensurate with his or her abilities. (SBOE Rule , p. 1)

Not only…. ….. is Georgia one of only six states that mandates and funds gifted education in the country, but we are also the number one state in expenditures on Gifted Education with a budget of over $190,000,

The Referral and Eligibility Process- STEP 1 (REFERRAL) Two ways to nominate- a. Automatic (MAP, KPE, private school child with qualifying test) b. Reported Who can nominate a child? Collection of data by school (test scores, work samples, parent nomination form, GRS, report cards, anything showing strengths)

The Referral and Eligibility Process- STEP 2 (NOMINATION MEETING) (October 31 st and March 6 th ) No testing- Gathering of more information and time for student to grow and mature; student continues in regular education program. Yes to testing = Parent Permission sent home for signature.

The Referral and Eligibility Process- STEP 3 (FORMAL EVALUATION) Two Ways to Qualify : 1. Option A or the Psychometric Approach- a. 99% (K-2) and 96% (3-12) on composite score of nationally age normed mental ability test b. 90% for K-12 on Total Reading, Total Math or Complete Battery of nationally normed achievement test

The Referral and Eligibility Process- STEP 3 (FORMAL EVALUATION- cont.) Option B or the Multiple Criteria Approach- A child must qualify in three out of the four areas tested: 1.Mental Ability- 96% or better 2.Achievement- 90% or better 3.Creativity- 90% or better 4.Motivation- 90% (K-5) or 91% (6-8) or better

The Referral and Eligibility Process- STEP 4 (Eligibility Team) The Juried Panel meets and determines from the data whether a child qualifies. 1.If does not qualify, then they continue in regular education and possibly monitored for future testing. 2.If the child does qualify, then gifted placement is requested and services are recommended. We love our children!!!

How can you help? 1.Support your school 2.Be informed a. b. c. Council for Exceptional Children d Join GAGC (Georgia Association for Gifted Children) 4. Let your State Legislator know that you want to keep Gifted Education funded in the state of Georgia!
