U.S. General Services Administration 32 Ordering Procedures – Using GSA Schedules According to FAR 8.4 (U.S. Civilian Agencies) A Purchase Above the Micro-Purchase Threshold ($3,000): –Develop Independent Government Cost Estimate (IGCE) – IGCE is based on number of hours (Level of Effort) in each labor category of contract for sub-tasks identified in statement of work (SOW) –Performance-Based SOW is preferred by most customer agencies to include: Tasks or Requirements, Evaluation Criteria, Place of Performance, Delivery Schedule, Travel and Per Diem, Supplies and Materials, and Period of Performance –Evaluation criteria is necessary to determine “Best Value” to make award –In accordance with FAR, customer must forward SOW/RFQ to as many schedule holders necessary to assure three responses for transparency and full & open competition –Customer should specify what additional information must be submitted in the technical & price –Customer places order directly with contractor
