2 Who are we?  The World Chlorine Council ® (WCC) is a committee of the International Council of Chemical Associations (ICCA) representing the chlorine and (selected) chlorinated products industries.  WCC was formed in 1993 to co-ordinate the work of chlorine chemistry associations on issues and programmes of international interests.  The WCC membership includes associations and companies in Africa, Asia, Europe, Latin America, North America (and Russia), representing over 90% of the global chlorine and caustic soda production.  WCC serves as the global voice for the chlorine industry.

3 WCC Vision and Mission  Vision: That the continued production and use of chlorine chemistry is sustainable and that there is public recognition of the industry’s benefits and contributions.  Mission: WCC works to improve awareness of the benefits of chlorine chemistry, to further the practice and understanding of responsible stewardship, and to anticipate and respond to relevant health, environmental, public policy and safety issues.

4 How do we work?

5 WCC Strategic Goals WCC activities are focused on 5 key strategic goals which are reviewed annually by the Management Committee taking into account direction from the Governing Council:  Goal 1: Outreach - All chlorine and vinyl chloride monomer trade associations and producers are engaged in WCC activities  Goal 2: Advocacy - Participate pro-actively in key international regulatory/policy fora with global impact and coordinate advocacy and technical information to key decision makers to avoid unwarranted restrictions on chlorine chemistry  Goal 3: Health, Safety & Environment - Promote the continuous improvement in safety, environment, and health performance worldwide in chlorine production, transportation and use with a particular emphasis on safety practices  Goal 4: Sustainability - Demonstrate continuing progress towards sustainability for chlorine chemistry  Goal 5: Communication - WCC and its member associations effectively communicate on the benefits of chlorine chemistry to society. The WCC membership is regularly informed about developments on the WCC activities and best practices

6 Focus on WCC Outreach  Very good progress achieved in 2011 with CCAIA joining WCC as Associate Member  Excellent representation from North & Latin America, Europe, Japan, India, Korea, Russia and China at the October 2011 WCC meetings in Shanghai  Need to continue expanding the WCC Global network and improving communication to producers with a focus on the Middle East and Asia  Need to work on better addressing the interests and needs of key regional associations

7 Focus on WCC Advocacy  Global advocacy needed to ensure co-ordinated industry action  Increasing number of regional issues which would benefit from enhanced co-ordination and information sharing  Focus on Chemical Management Systems: Stockholm Convention, UNEP Mercury Convention, Rio +20, SAICM, ICCM3  India and China are coming to the fore and play a major role in supporting the industry position

8 Focus on WCC HSE  Generally active participation but need to obtain broader support from WCC associations to participate in WCC HSE activities  Encourage organisation of and participation in WCC Stewardship Workshops to foster safety across WCC regions  Securing incident reporting from many regions remains a challenge

9 Conclusions  WCC is well in place to face international regulatory, safety, and science issues  WCC is officially recognised in key international fora key advocacy successes have been achieved need your help to outreach to your national regulatory bodies  Chlorine Safety is a significant area of concern for WCC need participation and commitment from producers in India  Resource availability and management remains a challenge  Continued efforts are needed to promote the benefits of chlorine chemistry and to demonstrate sustainability of chlor-alkali industries
