Summary of Lao CBMS (Progress Report: on-going activities)

Outline Background Justification for CBMS in Lao PDR On-going activities Activities need to be finalized in the period of phase1

Background Status of poverty and its characteristics National Goals are to take country come out from LDCs by 2020 The government formulated the National Growth Poverty Eradication Strategy (NGPES)

Background (continued) Then 2001, government had issued the instruction number 010/PM, to identify the criteria and set poverty line. NSC has a role to collect data, monitor and make analysis

Background (continued) The poverty analysis has been done since 1990, and there were many development programs adopted during this time, the aim was to access the nearest reality of poverty situation And included the analysis from LecsII, and Lecs III which is going on

Background (continued) Poverty Monitoring NSC will strengthen the monitoring system by three steps: 1. Poverty Monitoring of household via village level statistics data 2. Quantitative Poverty Monitoring using Household Consumption Expenditure survey 3. Qualitative Poverty Monitoring using participatory method

Justification for CBMS in Lao PDR Lao PDR has been recently implementing the decentralization policy as well as poverty eradicating programs. It is essential that the local level must be strong both practical and situation assessment Participatory development is one aspect that government is promoting

Justification for CBMS in Lao PDR (continued) The optional tool that NSC has set up for poverty monitoring is Village book The village book failed to achieve the result, NSC experienced the problems and knew that village book has to be improved.

Justification for CBMS in Lao PDR (continued) The proposed objectives of the CBMS To assist in questionnaire development to support village book To select appropriate indicators, with simple & easy for enumerator to proceed with data collecting in local level To provide practical & scientific data for local authority for their effective planning, monitoring and evaluation for development programs.

The proposed objectives of the CBMS (continued) To insist policy maker with what problem should urgently be solved in community development To build capacity of selected local authority in data collection as well as strengthening research skill for NSC’s staffs. To encourage cooperation link between central level with local level, To come up with report that has CBMS as base

On-going activities Designation responsibility to team member Review existing poverty monitoring system based on Village book Participatory Poverty Monitoring tools in monitoring and evaluating the poverty

On-going activities (continued) Make list of indicators and variables relating to poverty analysis and monitoring as additional to Village book Two CBMS sites for the pilot phase has defined: 1. Savanakhet Province 2. Saravan Province

Activities need to be finalized by Phase 1(September 2004) Approve the designed questionnaire for pilot CBMS Organize workshop with institution and agencies concerned Designation the research team and other involved institution for effective implementation of CBMS Project progress report
