Definitions of Learning Organization “The essence of organizational learning is the organization’s ability to use the amazing mental capacity of all its members to create the kind of processes that will improve its own” (Nancy Dixon 1994) “A learning company is an organization that facilitates the learning of all its members and continually transforms itself” (M. Types Of Learning Four Levels of Learning are: Level 1: Learning the process and the procedures, by knowing the facts and gaining the knowledge of where an individual can apply minor changes to improve the level of learning. Level 2: Thinking outside the box, meaning learning new job skills that would help you or your organization reach the next level, (learning new skills that are transferable to other situations.) Level 3: Learning to apply from past lesson of success and failures to a more dynamic situations where the solutions need developing i.e. learning to adapt. Level 4: Learning to be innovative and creativity. Meaning trying to learning how to structure the future rather than to accept and adapt the situation that one maybe in. i.e. learning the to be self a learner.

City offers its own training seminars and often pays for consultants to conduct training sessions 4. Many sections have team environments where senior members train new hires. 5. Civil service protection and city environment allow SOME employees the freedom to experiment and develop new technological advances

Civil Service process does not effectively deal with ineffective employees 2. City bureaucracy (e.g. to order new equipment, enormous amount of paperwork and time can be required) 3. City politics can make goals and objectives change all the time 4. Hiring / Promotion process does not always lead to the best persons being selected. 5. Limitations in the salary structure make it difficult to retain some employees (to create positions or make salary changes it has to be approved by the city council) Repercussions of not becoming an Learning Organization: If the city cannot perform a task it must seek help from the private sector. This creates problems with exposing critical city functions or processes to outside agencies.
