O RANGE C OUNTY C OUNCIL (J EFF )  General background of the Orange County Council  Council Introduction: provide a quick snapshot (history, size, camps, districts, membership, trends, etc.) 4

B ACKGROUND (J EFF )  What was the backdrop which prompted your council to look at Chartered Organizations? To consider a focus on Religious Organizations?  Background to the FBI initiative  Membership goals? Changes in membership trends? Percent of chartered organizations in faith based organizations? Changes in board leadership?  Was there an “aha” moment? 5

T HE B EGINNING (J EFF )  Trace the journey:  When did you first consider a faith based initiative? How did you decide to go this route? Who was involved? What was the board’s perspective?  Talk specifically about the Board retreat (when did this happen?) and how the new Strategic Alliances staff position came about.  For other councils that are listening, what pieces need to be in place for them to consider a similar plan to target faith based organizations? 6

C ULTURE S HIFT (J EFF )  When were you aware that you were in essence doing a culture shift and changing the way you went about doing membership?  Sponsor vs chartered partner  Eradicate “Parents Of” Units  First recruit the Chartered Organization and volunteers, then recruit the boys (Use 12 Steps)  Strategic Alliances Vision 7

C ULTURE S HIFT (D ENNIS )  This strategy had major changes in the approach to recruiting and represents a culture shift.  Explain why these strategies were utilized.  New Unit Development Criteria Faith-based or ganizations only Pack / Troop prospects. Sorry no crews at this time. No Full Family of Scouting calls. Cannot be existing charter partners. Prospect cannot have been a charter partner in the last three years. No signatures allowed on first visit. 8
