Title: Type: Arial Size : 30-32pt Color : The theme blue Text (1-5 Level): Type : Arial Size : 28~12pt Color : Black G91, B170 G137, B207 G174, B239 G171, B189  A new GAUPable attribute EUTRADedicatedReselectionPriority is proposed.  EUTRADedicatedReselectionPriority is originated from subscription data or operator/vendor-based policy.  The negotiation of EUTRADedicatedReselectionPriority attribute is initiated by AN.  DedicatedPriorityEnabled and OtherRATPriorityThreshold are proposed.  Whether Dedicated Reselection Priority meachanism is activated or not is controlled by AN through DedicatedPriorityEnabled parameter.  DedicatedPriorityEnabled can be broadcasted by AN through overhead message (e.g. QuickConfig).  AN can activate Dedicated priority by setting DedicatedPriorityEnabled to 1 while necessary, e.g. Load increasing quickly.  OtherRATPriorityThreshold may also be broadcasted by AN, which can be used for further reselection control according to different load level, e.g. as LTE load increases, AN can set bigger OtherRATPriorityThreshold to limit the number of UEs which may perform idle reselection to LTE. In case of too many users which have the same dedicated priority, Random reselection mechanism is proposed to further distribute users between H/L. Random reselection probability per priority is provided by the AN when necessary. AN can set different reselection probability for different priority, normally higher priority has the higher probability to reselect to LTE while LTE has a little big load.  If EUTRADedicatedReselectionPriority is provided and DedicatedPriorityEnabled is 1, then: If OtherRATPriorityThreshold is provided and LTEDedicatedReselectionPriority < OtherRATPriorityThreshold, then AT stays at HRPD unless the strength of HRPD is lower. If OtherRATPriorityThreshold is provided and LTEDedicatedReselectionPriority >= OtherRATPriorityThreshold, then AT reselects to LTE if all of the conditions are met: The strength of LTE is strong enough; EARFCNPriority > ServingPriority or EARFCNPriority < ServingPriority and HRPD is low enough if provided by OtherRATNeighborList. ATs meet the random reselection algorithm if Random Reselection mechanism is provided and the strength of HRPD is strong enough. E.g.
