Founders Landing Developer Solicitation Committee City Commission Recommendation February 26, 2007

Developer Solicitation Committee  City Commission appointed a 13 member committee on May 8, 2006  Charged with developing a process that leads to a recommendation identifying a developer for Founders Landing  Representatives were appointed from specific professional disciplines and memberships throughout the community

Timelines and Process  May 8, 2006  Committee Appointed  June/September 2006  Develop Solicitation Request  September 2006  Published Request for Qualifications -  October 31, 2006  Received Preliminary Proposals

Timelines and Process  November 8, 2006  Committee evaluated preliminary proposals  November 17, 2006  Notified Development groups of continuation of process and future selection criteria  November 28, 2006  Environmental workshop with development groups and regulatory agencies  January 19, 2007  Finalized scoring criteria

Timelines and Process  January 29, 2007  Final Development Proposals received and distributed  February 5, 2007  Developed questions for final presentations  February 9, 2007  Final presentations by developers  February 14, 2007  Committee convened to tally scores and develop a recommendation to the City Commission

Recommendation “ Per the City Commission’s request, after reviewing the proposals and presentations, in doing its due diligence for Founders Landing, the Developer Solicitation Committee unanimously recommends that the City Commission begin negotiations with The Urban Project.”

Recommendation Support  Site Plan  Creativity in site design  Research and listened to the Public  Architectural design is of substantial quality  Adheres to the Master Plan concepts provided by the community  LEED-ND – conforms with Mayor’s Climate Control Agreement  Creative solutions for existing environmental conditions

Recommendation Support  Site Plan  Incorporates “Form Based” building design  Preservation of Lake Superior views  Neighborhood block structure rather than individual mega structure  Quantifiable walkable design  Housing options for all income types  Preservation of downtown by providing appropriate land uses

Recommendation Support  Finance/Business Plan  Formed creative partnerships with nationally recognized, high net-worth real estate investors – Over 3 Billion dollars worth of assets  Proposing 68 Million dollars worth of investment in the community  Creative funding opportunities to lessen public investment  Prepared to move immediately on site number one and negotiating with clients to potentially expedite the development of site 2 and 3

Recommendation Support  Marketing Plan  Conducted and used marketing plan to assist in defining and supporting proposed land uses  Formed creative partnerships with potential clients  Structured towards supporting downtown business through creative residential opportunities and infill development  Proposing a plan that will obtain national recognition for environmentally sound development
