4 Portsmouth Gaseous Diffusion Plant Contractors Wastren EnergX Mission Support (WEMS) Joint venture between Wastren Advantage, Inc. and ExergX Inc Responsible for Facility Support Services at the Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. Proposal for new contract out for out. Infrastructure Support Services at the Portsmouth Gaseous Diffusion Plant site for a period of six months. 4

5 Portsmouth Gaseous Diffusion Plant Contractors Fluor-B&W Portsmouth (FBP) Joint venture between Fluor and Babcock & Wilcox Responsible for the decontamination and decommissioning of the Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. Contract was extended for 18 month with a possible 3 year extention. 5

6 Portsmouth Gaseous Diffusion Plant Portsmouth plant is undergoing D&D. Enrichment operations at Portsmouth were discontinued by United States Enrichment Corporation (USEC) on May 11, 2001 Site returned from United States Enrichment Corporation to DOE in FBP currently performing some Maintenance Actions in preparation of D&D. Performed plant characterization in FY

7 Portsmouth Gaseous Diffusion Plant Challenges facing FBP in FY2016 Decrease in funding WARN letters sent to approximately 1/3 of work force (more than 500 layoffs ) Challenges to using Uranium as barter to support activities. 7

8 Recent Announcements The formal Record of Decision (ROD) for the Process Buildings and Complex Facilities D&D Project has been approved with Ohio EPA that DOE’s decision for the D&D of the plant’s three large process buildings (each more than 30 acres under roof) and other facilities and auxiliary systems.formal Record of Decision Several hundred comments were reviewed and considered in the ROD’s final language. A waste disposition decision Ohio EPA and DOE has been approved that calls for the construction of an on-site waste disposal facility as part of the remedy for more than 2 million cubic yards of D&D waste. Waste that does not meet the approved acceptance criteria for the onsite facility will be shipped off site for disposal at appropriate licensed federal or commercial disposal facilities.waste disposition decision

9 Releasing Rad Waste for Restricted Use Completed Authorized Limits for Portsmouth and Paducah to use BSFR process at Carter Valley in Tennessee. Identified Authorized Limits issue at LAW process at Waste Control Specialists in Texas. LAW process for releasing radioactive waste to RCRA cell in WCS radioactive material license. RCRA cell is not included in WCS radioactive material license. PPPO is developing Authorized Limits for the WCS RCRA cell.
