Article 32 Thoreau Street & Sudbury Road Article 32: To determine whether the Town will vote to appropriate the sum of $150,000, or any other sum, for the installation of traffic signals and controls of the intersection of Sudbury and Thoreau Roads; and that to meet said appropriation, the Treasurer with the approval of the Board of Selectmen be authorized to borrow the sum of $150,000, or any other sum, under the provisions of Chapter 44, Section 7(14) of the Massachusetts General Laws and Acts, said funds to be expended under the direction of the Town Manager; and further that the Town Manager be authorized to accept and expend state and/or county grants as may be available for the same purpose, and that the Treasurer, with the approval of the Board of Selectmen, be authorized to borrow up to the amount stipulated in such grant or grants under the provisions of Chapter 44, Sections 6 and/or 6A, of the Massachusetts General Laws and Acts, in anticipation of reimbursement of this amount; or take any other action relative thereto.

 CPW conducted a comprehensive Town-wide Traffic Signalization Study, by engaging the professional services of traffic engineering consultant Greenman Petersen Inc. The study investigated: oTraffic Volumes 2008 Peak Hour Turning Movement Counts (TMC) 2018 Design Year (Future) Volumes (1% annual increase) oCrash History Data from Concord Police Department oExisting Traffic Signal Permits/Operation Plans oField Inspection / Intersection Operation Article 32 Thoreau Street & Sudbury Road

Structural Review: Mast arm needs replacement Severe Rusting In Service 40+ yrs Article 32 Thoreau Street & Sudbury Road

Study results yielded recommendations for the Thoreau Street and Sudbury Road including:  Annual Maintenance Activities: Clean/vac cabinets and replace air filters Inspect signal equipment  Short Term Repairs Install new pedestrian buttons  Mid Term Repairs Replace signal indicators with LED modules. Replace pedestrian indicators with MUTCD compliant LED modules. Article 32 Thoreau Street & Sudbury Road

Study results yielded recommendations for the Thoreau Street and Sudbury Road including:  Long Term Repairs Full Reconstruction of Intersection –Install New Signal Equipment –Install new LED Signal Displays –Install Fire Pre-emption –Install ADA Compliant Pedestrian Buttons, Displays, WCR and Sidewalks –Install Dedicated Turn Lanes to Allow Thoreau Street to operated during Rail Pre-emption. –Increased Corner Radii to improve operation Article 32 Thoreau Street & Sudbury Road
