SWA Code Changes (draft) August 20, 2015

Goals Provide SWA Board with a community consensus on the regulation of generators, franchisees and facilities, in order to guide the future of organic waste management for the Sacramento region.

Generators “Organic material” has been added to the recycling requirements for commercial generators. Businesses are exempt from the food material diversion requirements if they are under specified generation limits. Multi-family residential properties are specifically exempt from having to separate food material for recycling.

Franchisees Franchisees will only receive credit for diverting material if the material is delivered to a SWA-certified facility. “Organic material” has been added to the recycling requirements for franchisees.

Facilities The “select” status granted at 50% has been eliminated, since all certified Construction & Demolition material sorting facilities have consistently exceeded the 50% requirement. A process and standards will be developed for certifying Putrescible Organic Material facilities.
