CLEVELAND AAR BARRIERS TO ALCOHOL ARREST REFERRAL. BACKGROUND. CONTENT OF AN INTERVENTION. CASE STUDIES.

Reasons why Alcohol Arrest Referral in custody won’t work. Offenders will be too drunk to do a meaningful intervention. Won’t be enough time for an hour long intervention to take place while they are in custody. Won’t be able to get staff who will only work weekends, 6am to 2pm. No one is interested in alcohol-its not illegal. Alcohol users won’t admit they have a problem. An intervention will interfere with the custody process. Custody staff won’t be bothered - we all like a drink

BACKGROUND ALCOHOL RELATED CRIME £7.3 BILLION PER YEAR 2004/5 ALMOST HALF ALL VIOLENT INCIDENTS. 1.3 MILLION INCIDENTS. HEALTH COSTS. £2.7b NHS COSTS. 27% OF DEATHS IN 16 TO 24 YEAR OLDS. 460,000 HOSPITAL ADMISSIONS EACH YEAR.

Local picture. Middlesbrough is…… Ranked 346/354 alcohol related crime Ranked 348/354 alcohol related violent crime Ranked 336/354 alcohol related sexual offences. Ranked 352/354 alcohol specific hospital admission rate ( males) Ranked 330/354 harmful drinking levels. Ranked 350/354 adult binge drinking. 10,000 individuals in Middlesbrough with alcohol misuse issues.

Data from the alcohol arrest referral scheme is telling us. 42% of ALL Arrests were alcohol related. (1000 per month) 70% public order offences were alcohol related. 21% drug offences were alcohol related. 53% of assaults were alcohol related. 45% criminal damage offences were alcohol related.

RESEARCH POLICE DEAL WITH MORE BINGE THAN CHRONIC/DEPENDENT DRINKERS. SUITABLE FOR BRIEF INTERVENTION.

PRIMARY AIM DEVISE A SYSTEM THAT CAPTURES LARGE NUMBERS OF ALCOHOL RELATED OFFENDERS SUITABLE FOR B.I. DEVELOP AND IMPLEMENT A MODEL OF INTERVENTION THAT REDUCES RE-OFFENDING AMONG ADULTS ARRESTED FOR ALCOHOL RELATED OFFENCES.

BINGE DRINKING BINGE DRINKING PUTS PEOPLE AT INCREASED RISK OF: Accident to self or others. Assault of self or others, including sexual assault. Sexually transmitted infections and pregnancy. Criminal offences. Establishment of hazardous or harmful drinking patterns

DRINK DRIVING CONSEQUENCES. Death. Life Altering Injury & Distress to Victim, Driver & Families. Criminal Record. Driving Ban, Fine, High Insurance Premiums. Imprisonment. Employment Consequences. Relationship Consequences. Shame & Guilt.

JACQUELINE, AGE 20. Jacqueline’s car was hit by a car driven by a 17 year old male student who had been out for a few beers with his friends. Two of her friends were killed instantly. Jacqueline was trapped inside her blazing car. 60% of her body was burned, her nose was burned so badly it had to be amputated. This is Jacqueline after 40 operations with more to look forward to!

THERE IS NO SAFE LIMIT Many drivers guess when they will be safe. DON’T GUESS, the only safe way is to calculate when alcohol free by working out units drank & one hour needed per unit for liver to metabolise alcohol. E.G – Start drinking 7pm Saturday. Drink 10 pints 5% lager = 28 units 4x 35ml shots = 6 units. Total units 34 requiring 34 hours until safe to drive which is 5am Monday morning – Surprised?

WHO ARE WE SEEING? 84% male 51% Aged 18 to 24 year olds. 60% unemployed 3.1% students. 44% Scored over 20 AUDIT ( Dependant) 91% hazardous/ harmful or dependant.
