What is Monitoring (M) & Evaluation (E)? In basic terms, M&E is about answering…  Is our project on track (making good progress)?  Where are we succeeding/struggling?  Is our work having an impact?  Who is it affecting, and how? To answer these questions, we use: (1) Results-based logical framework + (2) Indicators Outcomes Measurement – Monitoring & Evaluation M M E E

Results-based Logical Framework (LogFrame) The “LogFrame” (Annex 1) outlines the program structure:  goals,  objectives,  activities Outcomes Measurement – Monitoring & Evaluation …and the indicators used to measure progress at each of these levels. Everyone should have this handout to review.

Results-based Logical Framework (LogFrame) --- The “LogFrame” is more than a reference document. ---  Outlines the workplan components & “Theory of Change” Illustrates how the coordination of the various activities over the course of 3 years leads to large-scale impact. This is particularly important for this program – as success at each stage is essential for advancing to the next stage and scaling the program.  Basis for the M&E plan This document will be finalized next month. “Verifiable” (Outcome) Indicators  The Indicators listed in Annex 1 are required to verify program progress.  National Implementing Partners (NIPs) are responsible for ensuring high- quality collection of data for each of the indicators.  NIPs will submit electronic data to CORY for all indicators (on a monthly basis).  CORY is responsible to aggregate data across countries and submit M&E reports to IFAD.  CORY will provide NIPs with data collection templates and/or systems for submitting data on each of these indicators. Data  Learning  Insight & Knowledge Importance of Data:  The data collected for the indicators is not just for reporting. High-quality data is essential for learning what works and what doesn’t…it is how we build a base of knowledge about how to do our work better and have the greatest impact. Demographic Information  We are required to collect detailed information on the individuals participating in this program. Example of Outcome Indicators …from Annex 1 To build the capacity of rural youth organizations to develop and deliver entrepreneurial innovation- based experimental training and mentorship, and advisory and partnership services to support youth employees and entrepreneurs in rural areas of WCA  Indicator 1: Rural youth trainers developed for agricultural entrepreneurship in each of the 4 target countries (Target: 14 per country  64 total)  Indicator 2: Rural youth trainers developed for non-farm entrepreneurship in each of the 4 target countries (Target: 120 per country  480 total)  Indicator 3: Mentoring relationships created for rural youth entrepreneurs (Target: 600 per country  2400 total) Note: 50% Women OBJECTIVE 2 Outcomes Measurement – Monitoring & Evaluation

“Process” Indicators  In addition to “Outcome” Indicators listed in Annex 1, NIPs will be required to collect/submit data on “Process” Indicators (to be defined by CORY in the M&E Plan). “Process” indicators provide insight on the progress of activities that are essential for future success – such as the number of persons recruited (including gender and age), as this is critical for advancing to the next stage of the project. Data Collection Integrated into Activities  The majority of required “M&E” data will be collected as part of the training activities. Data collection is “integrated.”  As the program grows and trainees become trainers, they will be required to collect and submit this data. It is the responsibility of the NIPs to ensure that this information is complete and of good quality.  Ideally trainers will enter data into an electronic (online) system. If this is not feasible, NIPs will be responsible to electronic submission of data to CORY. Outcomes Measurement – Monitoring & Evaluation
