Pre-Congress workshop on Community-Based Rehabilitation and Rights of persons with Disability

Opening Remarks from Mr. Chapal Decision makers makes policy but they never practice it. Grass-root people are not involved in the policy but they are implementing. Because of such practice there is a big gap. People who live in the city have access to various services, but remote areas people have no access on services. Highlighted on how CRPD can benefit to PWD

Remarks from Ms. Akiko Ito Human Rights declaration (1948) UN standard rules of equalization of opportunities of person with disabilities, 1993 Then the standard rules became convention, CRPD, which is a binding tool to ensure the rights of people of disability. CBR could be a mechanism of implementing human rights approach. After this congress the UN DESA will be formulate solid recommendation to the member states.

Remarks from Ms. Akiko contd… UN GA had made a resolution to take specific action to mainstream disability issues into the development issue and MDG. UNDESA and Disability Committee at the Human Right Commissioner.

Presentation made by Mr. Giampiero Difficult situation of people with disabilities, not included, discriminated, less access on services Discrimination is the main problem, Society produces discrimination, and it’s making more difficult. Highlighted on How to use specific article of CRPD in other to promote rights of PWD.

Mr. Giampiero’s presentation contd… The CBR can play important role to implement the CRPD. National policies are not including the disability issue. CRPD highlighted equal opportunity, poverty alleviation and accessible towards all services.

Contd…. Two types of poverty has been highlighted 1. Economic and 2. social poverty If a Person with disability practices this both at once he/she is not recognized by society. PWD must receive all the related services, where they live. This is highlighted in all articles.

Contd…. The article 33 is indicated the importance of monitoring and evaluation of the CRPD. CRPD is a tool to apply all the rights which all human being should enjoy. CRPD is a tool to build inclusive development society.

Ms Tulgamma from Mongolia’s Presentation The two main issues of empowerment is contribution to improve legal environment to PWD, under this drafted a national law, which was not welfare based, It was rights based. Capacity building of the DPOs, especially on Management, human rights, English language and computer course. Mongolia CBR program is a good model of collaboration with government and human rights commission. Mongolia has ratified CRPD in 19 Dec, 2008.

Mongolia contd… Minister of construction and transportation has agreed to make a accessible and standard building. Training manual and CRPD has been developed in local language. Lobby group has been formed

Group 1: UN CRPD and contribution of rural area to promote In Regards to Ratification Many countries signed and ratified DPOs and local authorities played important role in ratification. Recomendation Accessible/communicative information on CRPD (Materials should be developed by government not by NGOs.)

CBR can play crucial role To mitigate the Gap of knowledge (DPOs +CBR) To mainstream disability in policies. Change attitude of the professionals Making Government accountable

Group 2: Monitoring rights at local level: Ratification but not implementation. Monitoring plans developed with action plan with involvement of CBR/DPOs. Build mechanism on existing structure inclusion of available resources

Group 3: Policies as related to CBR and CRPD Existing policies to be upscaled based on good local practices. CBR as a vehicle for action plan implementation Education on important areas. Local groups (SHG and DPOs) to be empowered as advocate. Coordination and prioritization in the strategy is very important. International guidelines to be contextualized/translated in local language and widely disseminated.
