Fact Finding Presentations to Human Capital Committee Mr. Mike Cabbage-”NASA TV” Ms Toni Dawsey-”Update on NASA Workforce” Information on NASA Co-op Distribution

NASA TV Update As a result of the NAC meeting in Stennis, April 17, 2008 the following recommendation was made: “An outside organization should be contracted to do an evaluation of the current effectiveness and viewer ship of NASA TV and to recommend a clear rationale and a set of themes for its continuance.”

NASA TV Update (continued) Unfortunately, at the April meeting, the HC committee was not presented with the results of a recent internal analysis on NASA TV published on July 31, 2007.

Education Channel ≈ 4,500 h/y Education Channel ≈ 4,500 h/y High Power Density Blanket Modules - DOE Mission Operation s Channel ≈2,500 h/y Space Propulsion Systems - NASA/DOE Media Services Channel ≈ 5,200 h/y NASA TV Channels NASA TV Channels Public Channel ≈24/7

Selected Quotes from “Report of the NASA Television Working Group” “Simply put, NASA is distribution rich and content poor,…” “…,the production facilities, staff expertise and funding at NASA Headquarters and its field centers are inadequate to produce quality television products on a regular basis.”

NASA TV Update (cont.) As a result of the information in the internal report, the present legal restrictions on TV programming, and the current financial situation in the Office of Strategic Communications, we are suggesting a revised recommendation Our view is that “NASA should significantly upgrade the content of the NASA Education Channel and NASA TV Channel or phase them out.” We continue to support the original recommendation with the caveat that the “outside contractor” should take into account the July, 2007 internal review.

NASA’s Generational Workforce Dr. Toni Dawsey 7/10/2008

Current Workforce (as of March 1, 2008) Baby Boom Population : Born before 1961 Generation X Population: Born between 1961 and 1975 Generation Y Population: Born after 1975

Current Workforce by Center

Hires by Generation

Retirement Eligibility

Observations on NASA Co-ops-March 1, 2008 Total number of Co-ops is 407 representing 129 schools from across the country. CenterTotal Co-ops Engineering330 Business75 Science2 Total407

Observations on NASA Co-ops-March 1, 2008 (cont.) The number of Co-ops per Center employee is highest at JSC (3.7%), lowest at HQ (0) The tier 1 universities are greatly underrepresented in the NASA Co-op program Co-ops are currently the major source of Generation Y hires

Observations on the NASA Office of Human Capital The OHC is now in good shape to handle major changes in the workforce needs across the agency thanks to the development of the Workforce Planning Data Base developed over the past few years One issue they continue to grapple with is the is the length of time it takes Constellation, as a new program, to assign work.
