Presentation transcript:

Agenda Discussion about proposed topics for further studies Which topics should be prioritized? New private and public actors to be involved? The four topics proposed for further studies are: How freight terminals along a transport route can be utilized as backups How logistics education for rail and intermodal transport can be improved How to increase the market’s understanding about the possibilities and defuse the technical problems with interoperability that faces international rail freight traffic How integration between facilities for logistics operators and intermodal terminals can improve rail freight efficiency Coordination of ENCN work and sub concepts of ILIM and Blekinge - Pomorskie Region How to make optimal synergies between main concept and sub concepts? Next seminar When and where?

Intermediate terminals as backups - background Conclusions from phase 1 and 2 is that there are: Lack of trust in the Railway’s ability to deliver the necessary quality Lack of reliability Lack of back up solutions The rail network in Scandinavia has relatively low degree of redundancy Load units loaded on a train is not accessible by owner The volume of the goods in one train is 20 to 50 times larger than on one lorry

Intermediate terminals as backups - idea How can enroute intermodal terminal on the line Øresund – Oslo be utilized as back-ups to facilitate transfer to road in the event of a major disturbance on the rail network What is needed in form of Equipment on terminals Routines Contracts

Terminals with some intermodal capacity Trelleborg Malmö (Helsingborg (harbour)) Halmstad (harbour) Varberg (harbour) Göteborg Berg Rolvsøy

Stakeholders Train operators Terminaloperators and owners Freight forwarders Road haulers Infrastructure managers, rail

Questions that must be answered Criteria for initiating the back-up plan Who and how is the back-up initiated Level of readiness at the terminals Capacity allocation (operational) To reroute the train to back-up terminal To reload goods How and who is organizing the road transport Agreement on operational responsibilities Pricing Fixed “ subscription” fee Overtime compensation

Contracts Only for the use on an intermediate terminal during exceptional circumstances Open to all on equal terms Easy Non negotiable Necessary between Rail- and terminal operator Road haulier and the road transport booker

Equipment on the terminals Loading equipment Power for climate controlled LU Customs support Available track lengths

Timeplan LoI for PPP for Øresund – Oslo pilot corridormay 2011 Framework for pilot corridorjan Back-up solution in effectjune 2012

Possible gain Increases robustness of the transport system Reduces the effect of non cost driven decision factors in the selection of the most efficient transport solution (when that is rail) Make the benefits of rail transport viable for more transports

Reactions from market Senior officers on train operators It is a good idea, but we want to have back-up solutions as our competitive advantage We already have this in place on some terminals Junior officers on train operators It is an excellent idea Goods owners/freight forwarders It is a good idea, but our cost must not increase Retired MD of train operators My opinion, and the conclusion of the above is that it is a good idea

Logistical education - background Norwegian schools emphasises road transport and some domestic intermodal Abroad there are good competence in pure (wagon loading) rail transport Lack of TransBaltic intermodal competence; both specialists and the knowledge of the generalist logistic managers Many of the decision makers (in Norway) is “upgraded” lorry drivers

Logistical education - questions What is the basis knowledge level Audience Transport planners at forwarders and large goods owners Format Teachers – input resources KAM at rail operators Transport planners at long term rail users Neutral persons Selected professors at universities Environmental organizations (Bellona)

Logistical education – PPP TransBaltic Logistical organizations Transportindustriförbundet, LTL etc. Universities ILIM, BI etc. Infrastructure managers, rail JBV, TrV, PKP etc.

Logistical education – step 1 Selected small group of transport planners and Speachers from previous list of teachers ”Exclusive” seminar Theme: How can the group in cooperation learn to use the possibilities of rail better

Increase market understanding The problems with international rail freight is often overestimated Interoperability in rail freight is easy manageable Arguments to get increased investments in rail often maximize the “crisis” “When the problems is so big here they must be much worse there” Rail freight gives certain advantages Cost Predictability Environment etc.

Increase market understanding Get information out to the market about the real problems and possibilities Step 1 might be the TransBaltic members

How to get a better co-logation of logistics operators and railfreight Logistic villages has a proven positive effect on rail freight market share and logistic efficiency in large How can TransBaltic help mitigating this to: Local authorities Logistical operators seeking planning new terminals Alnabru in Oslo is an excellent example on this, handling TEU/year
