Putting Policy into Practice Stage One: Turning Recommendations into Action The Communities: Change through Learning report called for the publication of a Scottish Office Circular. Putting Policy into Practice Stage Two: Producing Community Learning Strategies by working with communities All local authorities produced Community Learning strategies by going through a process of consultation with the communities in their locality. All Strategies had to include targets and timetables to achieve these targets. Context for Communities: Putting Policy into Practice
