All factors mentioned above are the conditions, basis for strategic planning and are the potentials to the provincial social-economic plan.

Strategic Development Plan of Luang Prabang Province To build Luang Prabang to be the center of historical, cultural and natural tourism and to be the service center for transit to northern provinces of Laos

Objectives and Targets from now to 2010: Luang Prabang - Build Luang Prabang to be the center of tourism, services and transit to northern provinces and the region. -Be the center of politics, economic, culture, social, techniques, scientific,educational institutions and health services. - Clean and nice city. - Calm and secure city.

Tourism -Develop tourism in the urban of Luang Prabang and other districts. -Increase knowledge of tour guides to understand the policy of the government and related laws. -Publish tourist brochures and maps. -Propagate tourists and investors to the rehabilitation of the world heritage of Luang Prabang.

- Increase gradually the standard of services of hotels and guesthouses. - Improve restaurants to be clean and meet international standard. - Improve system of land, navigate and aerial transports to meet international standard and safe. - Restore cultural festivals with specific unique of each area for tourism. Services

Food Production & Goods Focus on food production to meet the need of local people e.g. rice, animals, melons and vegetables. Promote food processing of agriculture products to supply food, traditional food and ready made food. Build facilities to be able to export products to the neighboring countries according to their demand Focus on the development of cropping and livestock for marketing and link to industries and services to be gradually self sufficient.

Cooperation with other Countries -Attract more domestic and foreign investors for the growth of socio-economic development. -Get more fund from grant and loan from the country and abroad for the development of Luang Prabang. -Special focus on the cooperation between Luang Prabang province and Seunla province (Vietnam) and between Luang Prabang province with Yunnan (China).
