Different Agencies – Common Goals Shared Measurements (JOPS) Washington State Patrol and Washington State Department of Transportation have a Joint Operations Policy Statement. The agreement documents the joint decisions between the two agencies regarding issues of mutual interest on Washington State highways. Example: Both agencies target clearing incidents in 90 minutes.

ProblemSolutionPlan Improve response for large Class C tow trucks at major collision scenes Work with WSP and the towing association to revise RCW Change from hourly rate structure payment for Class C tows to a job- based rate to include financial incentives for meeting quick clearance goals. Establish performance measurements to meet minimum performance standards Strengthen coordination of roles and responsibilities at collision scenes Provide cross- functional training Expand Traffic Incident Management training statewide in partnership with WSP, Fire Chiefs, local law enforcement, and hazmat responders. Improve timeliness of coroner response to fatalities Provide more flexibility in dealing with fatality scene investigations. Develop with the WSP crime lab, WASPC, WAPA, and county coroners and medical examiners improved, time-sensitive protocols for expediting removal of deceased at collisions scenes. Cut by 25% the percentage of serious injury and fatality accident events that take longer the 90 minutes to clear GMAP
