Community Hydrogen Action Plan (CHAP) NHA Conference 2010 Jordan McRobie Regional Coordinator California Fuel Cell Partnership
The message Communities are unprepared for hydrogen Project-by-project education is time consuming Educate about benefit to community
More projects are coming Meeting environmental regulations will require strategies like H 2 and FCs * Total number projected on the road at the end of each timeframe HundredsThousandsTens of Thousands Through Total passenger vehicles4504,20054,300 Field TestingFull-scale demonstration Commercial Through Number of fuel cell buses15 to 1720 to 6060 to 150
Challenge/Solution Planning commission example shows this is a real risk Need to help communities prepare for hydrogen future
Communities need a plan CHAP Created by CaFCP and NFCRC/UCI Systematic six-step template Based on years of real-world experience Focus on the first two steps
Step 1: Organize Group of stakeholders committed to the success of the hydrogen community Led by local champion Could happen quickly, or take some time Involvement from beginning Tangible benefits of their actions leads to more action Positive feedback loop

Get local officials involved The First City to Pilot an FCV- Mayor Beth Krom 2005 (photo courtesy of the NFCRC-UCI)
Step 2: Assess Communities evaluate their situation GHG/Air Quality simulation STREET is one such tool. Goal: to emerge with a plan, how a community can implement hydrogen to meet local goals, with a minimal impact on local resources
Other assessments Zoning: allow or prohibit FC/H2 projects? Regulations: allow or prohibit FC/H2 projects? Local resources: sources of hydrogen? Current energy and fuel use Public opinion Potential financial support: grants, incentives, tax rebates
Getting started CaFCP is in the process of making the CHAP template available on our website Initial funding needs should be minimal Meeting costs Executing GHG/Air quality simulation Local hydrogen assessments Advocacy and Outreach Materials and Events
CaFCP support Speak at meetings Assist withstrategic plan Assist with advocacy and outreach Help to address permitting requirements Firefighter training Assessing community needs for H 2 stations and fuel cell vehicles
Part of the solution The challenge is local preparation Anyone can be a champion as long as they are committed Get out and organize You are not alone… the CaFCP can support your efforts.
