17 Point of Compliance (POC) è Conveys general definition - location to measure and meet cleanup numbers è Different POC options depending on goals, e.g., u Short term - plume boundary u Final - throughout the plume/unit boundary if goal involves returning groundwater to particular cleanup level u Intermediate - facility specific

21 Cleanup Timeframe è Facility-specific schedule for the groundwater remedy u Time to construct remedy u Estimate of time needed to achieve cleanup levels at the POC è Should be reasonable given facility-specific conditions u e.g., longer timeframes may be acceptable where groundwater is not currently being used for drinking water

22 Source Control è Removal, treatment, or containment u Source - reservoir for continued migration è Key element for most cleanups u Threshold criterion for final remedies è Balance between treatment and containment è Preference for treatment of “principal threats” u Recognizes when treatment of principal threats may not be appropriate

23 Groundwater Use Designations è Based on use, value and vulnerability u state-wide system è Examples of factors to consider: u Quantity, quality, and yield u Reasonably expected future use è Other key messages: u Discourages current use as only factor u States generally define use u Many states designate all gw as drinking water

24 Institutional Controls (ICs) è Administrative controls è Handbook defines general categories and examples of ICs è Recommends ICs go through evaluation, selection, implementation and O&M stages u Operation and Maintenance includes “monitoring” è Provides examples for contaminated groundwater u well drilling prohibitions, easements to provide access to monitor gw or access to drilling, enforceable conditions in permits/orders, etc.

25 Monitored Natural Attenuation è Cleanup approach relying on natural processes and monitoring è Policy identifies factors where MNA is likely candidate: u Capable of achieving cleanup objectives u Degradation is dominant process u Remedy includes source control u Plumes are already stable or shrinking u Used in conjunction with active approaches or as a follow-up measure

26 Technical Impracticability (TI) è Situations where achieving groundwater cleanup levels for a final remedy is not practicable from an “engineering perspective” u Needs to be technically justified u Mere presence of NAPL not sufficient u Alternative remedial strategy u POC applies outside TI zone u Can be revisited if cleanup becomes “technically practicable” in future

27 Reinjection of Contaminated Groundwater è Describes exemption to ban on injecting hazardous wastes into or above a drinking water aquifer u Allows injection of groundwater contaminated with “hazardous wastes” back into aquifer u Must be treated to substantially reduce hazardous constituents either before injection or as a result of subsequent in-situ treatment u Part of a RCRA or Superfund cleanup è Coordination with State is important!

28 Performance Monitoring è Periodic measurement of chemical and/or physical parameters u to evaluate whether facility is achieving particular goals è Type, location and frequency should be based on monitoring objectives and facility-specific factors è Should continue for a specified time after facility achieves final cleanup goals

29 Completing Groundwater Remedies è Final Handbook recognizes three phases of completion u implementing (i.e., construction is completed and remedy is operating) the remedy u achieving final cleanup goals with controls u fulfilling all cleanup obligations including long-term monitoring

30 Next Steps è Promote continued open dialogue è Update Handbook to reflect changes in policies and add new topics; e.g., u site characterization u groundwater / surface water interaction u groundwater to indoor air
