 CBHE in Europe in its infancy; providers are scattered; Southern MS main receivers; Anglophone, public universities major exporters.  Regulatory frameworks highly heterogeneous, but only weakly related to the incidence of CBHE activity; less regulation governing exporting CBHE activities.  Assumption: Quality and quantity of provision in receiving country seem key factor, which makes CBHE attractive for both exporters and recipients alike.  General lack of information on quality assurance.
