The TERRITORIAL EMPLOYMENT PACTS are initiatives promoted by the European Commission with the following aims: Optimise the resources directed towards combating unemployment, by carrying out innovative actions, based on the cooperation between all the public and private agents, drawn up from the socio-economic diagnosis of the territory and the consensus about action priorities and, easy to extrapolate to others territories of the European Union. EMPLOYMENT PACT OF VALLÈS OCCIDENTAL OBJECTIVES CREATION OF STEADY, QUALITY EMPLOYMENT from: Reinforcing county central role Giving continuity to efficient actions Drawing up new actions and initiatives Extending the cooperation in the public and private field Consolidating the inter-relations between local employment policies Communicating and transferring a common image of Vallès Occidental Activating the resources in a network on a European level

EMPLOYMENT PACT OF VALLÈS OCCIDENTAL OUTLINE I Main basic principles to constitute and develop a Pact: Territory: Unemployment as a major problem local pact / supra-municipality pact administrative territory / labour market / others Members: “Pacts are signed by who wants to” Government, region, local administration, private sector (business organizations, companies, banking, chambers), trade unions, associations, local entities Leadership: Public Administration / Employment service / others Legalization of the Agreement

EMPLOYMENT PACT OF VALLÈS OCCIDENTAL THE VALLÈS EXPERIENCE How the Pact projects work: Drawn and guaranteed by all the partners of the Pact, Managed and leadered by one of the partners, Performed and co-financed by some or all partners and/or collaborators. Externally Evaluated Pact projects types: supra-municipality based (e.g. tourist routes network) Economy Scales (e.g. commerce dynamisation) financing (e.g. EQUAL Community initiative) procedure agreement (e.g. Contingency plans of risks at work) innovation approach (e.g. integral actions in suburbs) others

EMPLOYMENT PACT OF VALLÈS OCCIDENTAL THE VALLÈS EXPERIENCE COORDINATION AND COOPERATION TOOLS Agreement document: agreement among main partners (EVERY 3 YEARS) Cooperation Guide: definition of common procedures of the Pact Framework document: diagnosis of the socio-economic situation and top priority actions (YEARLY) County Employment Service Map: actions planning / inventory in employment active policies, of different local agents (YEARLY)
