2. experimentation: entities and operators EPA Educación para Adultos Bergara (Adult Education Center) Operators: Miren Arana and Marian Padilla (teachers/counsellors) EPA Bergara depends on Basque Government Educational System. It offers training and educational programs to different kind of people over 18 years old, like: – Basic literacy teaching lessons – Preparation for obtaining the secondary school graduate – Introductory courses in languages and computer sciences – University entrance exams for users over 25 years old.

2. experimentation: entities and operators EPA Educación para Adultos Bergara (Adult Education Center) EPA Bergara is composed by 6 teachers/counsellors providing instruction to 206 students in the town of Bergara. Targeted public: – Migrants – (Long term) unemployed mainly youngsters from 18 to 25 years old – Women wanting to reenter the job market Basque Government assigns the teachers and defines the academic policies, like scholar calendar, educational contents and general working procedures. No previous experience on portfolio implementation

2. experimentation: entities and operators Organization: Debegesa – Agency for Economic Development in the Lower Deba Region -Employment service Operator: Marisa Gómez (counsellor) Debegesa is an employment agency included in the Basque Government’s Lanbide network as a collaborator. Debegesa has two kinds of customers: companies and people. It offers companies advising for new ventures (jointly with a local development agency), training programs for entrepreneurs and a selection and offer management service through its job pool. Debegesa helps people to design a plan and a strategy for approaching and entering the employment market, acting as a go-between with companies.

2. experimentation: entities and operators Organization: Debegesa – Agency for Economic Development in the Lower Deba Region It also offers training programs with a work experience period at company sites. The counsellor service is subcontracted to a specialized consultancy company named Daiteke. They have 3 guidance counsellors working at Debegesa. Debegesa has a wide range targeted public: Migrants, (Long term) unemployed, Women wanting to reenter the job market, Disabled people, Young at risk of social exclusion, and People with more than 45 years old. Debegesa’s operators have long experience in applying related tools: bilan de competences, paper portfolio, books and professional portfolio.

3. experimentation: methodology and tools Needs and tools were different depending on previous operators experience. For beginners a steps check-list, guidelines and easy- to-ask questions (and illustrations) for interviewing were useful. Some difficulties in differentiating learning types. For experts (in the tool) a tutoring role was important. Interviews were more focus on exploring experiences. Differences among kinds of learning was not a problem. Level of mutual knowledge and previous counseling work was a key element.

4. experimentation feedback Positive aspects: – Digital portfolio is appreciated as an innovative tool – It’s a different way of evaluating what people have learned – Even portfolio is a well known tool for some of the operators, the digital element make it up-to-date – It’s useful for a second-round interview process (in-deep interviews). – Personal empowerment is reinforce – It takes less time to develop a portfolio than a bilan de competences, e.g.

4. experimentation feedback Less positives aspects: – It’s almost impossible to find proofs for some past learning – A strong technical support is needed to create really digital portfolios. – How to validate learning stated in a portfolio? (recognition issue). – Non formal and informal learning were difficult to differentiate in some times.

5. experimentation conclusions Suggestions: – Include more cases, simulations and practical exercises in the methodological courseware. – Overcome some problems updating images. – Improve comments viewing format Conclusions: – Beneficiaries and operators were enthusiasm and satisfied by using digital portfolio. – Some partners are willing to implement digital portfolio as a common tool used by their beneficiaries/clients. – Such kind of tool is really new in Basque Educational Environment.

6. experimentation: testimonies EPA Bergara: “It’s a good tool, very useful to evaluate other kind of skills of users. Is an excellent way to recognize and register informal competencies. It’s also useful for recognizing personal skills through self-evaluation” Debegesa: “This tool seems to be very useful for making a professional book, for example, in the case of visual professions like photographer, designer, painter. Also a tool like this could be added to the Lanbide web-platform for updating of the personal CV of the users”. “Another kind of users that could welcome a tool like that could be high level managers or administrative staff”.
