Generic & Enduring Functionality to Allow Xoserve to Confirm a Supply Point into a Shipper’s Portfolio UK Link Committee – April 2013

Xoserve Initiated Confirmations To enable Distribution Networks (DNs) to fulfil their Uniform Network Code (UNC) obligations, in relation to the below Modifications (MODs), the development and implementation of a functionality that would allow confirmation of a site by Xoserve on behalf of a Shipper is required. Modification 424 Re-establishment of Supply Meter Points – prospective measures to address Shipperless sites (implementation date 01/04/2013) Modification 345 Removal of Daily Metered voluntary regime (implementation date 01/10/2013) Modification 442 has been raised which seeks to reverse MOD 345 Other Modifications (not approved) may utilise this functionality: –Modification 425 –Modification 410A

Change Objectives The Objectives of this change are as follows: 1.To develop and implement a functionality that would allow registration of a site by Xoserve on behalf of a Shipper after a period of notification where the Shipper has not initiated a supply point confirmation when required to do so (e.g. MOD 424). 2.To develop and implement the functionality that would allow the update of simple UK Link parameters by Xoserve on behalf of a Shipper when required to do so (e.g. Change of Gas Nomination Type (MOD 345) or de-aggregation of supply points). Planned implementation date – 2 nd November 2013

Xoserve Initiated Confirmations Existing SPA Registration processes and file formats will be utilised. The solution will recognise if the MPRN relates to a Large Supply Point (LSPs) or a Small Supply Point (SSPs). In the case of a LSPs Nomination and Confirmation files will be submitted and in the case of SSPs Confirmation files will be submitted. Change of Shipper process triggers many output files e.g. TRF, MRI etc Not proposed to separate Xoserve initiated nomination/confirmation response files from Shipper initiated nomination/confirmation files. Xoserve initiated registrations will be identifiable by the Nomination Shipper Reference. This will be populated with XOS_GEN_nnnnnnnn as a unique reference number, nnnnnnnn is a sequence number which begins and can go up to

Xoserve Initiated Confirmations Input files will be generated by Xoserve. File generation numbers used by Xoserve shall not impact Shipper generation files. Nomination Process A single response file will be generated with response records for Shipper initiated transactions and response files for Xoserve initiated transactions. The Shipper initiated transactions will display the Nomination Shipper Reference number provided by the Shipper in the input file and the Xoserve initiated transactions will display the Confirmation Tool generated Nomination Shipper Reference number.

Confirmation and Transfer of Ownership Process A single response file will be generated with response records for Shipper initiated transactions and response files for Xoserve initiated transactions. The Shipper initiated transactions will display the Nomination Shipper Reference number provided by the Shipper in the input file and the Xoserve initiated transactions will display the Confirmation Tool generated Nomination Shipper Reference number.
