[Date] [Exercise Name] Purpose  Provide participants the opportunity to evaluate their agency’s response concepts, plans, and capabilities in the event of a major earthquake that causes disruption of utilities and transportation  Focus on key local emergency responder coordination, critical decisions, and integration of Federal, State, and local assets

Module 1 - Initial Impact

[Date] [Exercise Name] A Quiet Morning  The morning commute has begun  Commuters travel into [City] from the surrounding residential communities of [Island Community], [Community 1], and [Community 2] [Date]

[Exercise Name]  At 10:05 a.m., an earthquake shakes [Jurisdiction] for over a minute  Phones begin to ring at the center  There are reports of collapsed buildings and overpasses, ships leaking fuel, vehicle accidents, fires, and down power lines  Phones are unreliable but radios are working  Dispatchers begin to call for mutual aid fire departments but are not successful And Suddenly… [Date]

[Exercise Name]  The U.S. Geological Service reports a magnitude 6.7 earthquake  Bridges are out along both highways  Phone lines are out of service to [Community 1], [Community 2], and [Island Community] but radio traffic remains intact Initial Damage Assessment [Date], [Time]

[Date] [Exercise Name] Destruction and Devastation  [City] is the hardest hit and has no electricity  Roads in and out of the city are impassable  Gas lines have ruptured and fires have begun around the city [Date], [Time]

[Date] [Exercise Name]  Fire crews and law enforcement begin to rescue citizens from homes and cars  Ambulances are needed but roads are impassable  Emergency responders are overwhelmed with the immediate needs of local citizens Emergency Response Begins [Date], [Time]

[Date] [Exercise Name] Establishing the EOC  EOCs in [Jurisdiction] and [City] have begun operations  The telephone company reports outage locations to the EOC  There is an increased demand for phone services as citizens contact family and friends  Gas, electric, and road crews respond to assess damages and to reestablish services [Date], [Time]

[Date] [Exercise Name] Can I Quote You on That?  Local radio stations are broadcasting what they know of the disaster  The EOC and center for information are overwhelmed with phone calls from the media  National news organizations are immediately calling for information and running “Breaking News” stories [Date], [Time]

[Date] [Exercise Name]  A magnitude 6.7 earthquake has caused severe damage to the community  Utilities and transportation assets are damaged and overburdened  Emergency responders are overwhelmed and finding it difficult to reach those in need  An unknown number of injured will need treatment immediately and the hospitals are running on generators  While the media is clamoring for information, misinformation is taking hold Key Issues

Module 2 - Response

[Date] [Exercise Name] Local Conditions  Local forecasts call for light winds  The temperature begins to cool  There is a chance of showers in the evening with clearing over night [Date], [Time]

[Date] [Exercise Name] The Damage Becomes Clearer  All of the highways from [City] are damaged to some extent  [Highway 1] to [Community 1] is seriously damaged in three places including a 6-inch crack in one of the bridges  Another section of [Highway 1] is also blocked by a mudslide [Date], [Time]

[Date] [Exercise Name] An Isolated Island  The causeway to [Island Community] has completely collapsed with several cars on it  The tide is sweeping cars into the harbor  The island no longer has electricity, gas, or telephone connections, as they were carried on lines run beneath the causeway [Date], [Time]

[Date] [Exercise Name] Muddy Water  Water pressure in [City] has been reduced to a trickle  A break in a sewer line is dumping untreated sewage into the South River  Residents of [Community 1] are reporting muddy water from the tap  Homes in [Community 2] are also experiencing muddy water and dry pipes  [Island Community] water supply remains apparently unaffected [Date], [Time]

[Date] [Exercise Name] Fires and Flooding  Phone service is sporadic because of the high demand  An engineer reports cracks in the dam at [Lake]  Gas lines to all of the cities have been cracked or damaged  North River is spilling over it’s banks in [City], flooding 2 dozen homes and threatening 100 other homes [Date], [Time]

[Date] [Exercise Name] The Damage Continues  Fire departments and law enforcement continue to respond to calls  Most fires have been extinguished but two large fires in [City] are out of control  Fewer than one hundred homes have collapsed or have severe damage  Inspections could take weeks [Date], [Time]

[Date] [Exercise Name] The Human Cost  Hundreds of people have been treated for minor injuries  The most severely injured were airlifted to other hospitals  Twelve ambulances continue to operate; all of the others have been damaged or were stuck in a road  Thirty two people have been confirmed dead  Thousands of people are searching the streets and rubble for missing loved ones [Date], [Time]

[Date] [Exercise Name] It’ll Be Dark Soon  [Local Law Enforcement] is concerned with looting and violent crime during the night  There is no sign of power being restored soon  [Island Community] is still without power or relief from the mainland [Date], [Time]

[Date] [Exercise Name] Smile for the Camera  Television crews from nearby stations have arrived  The media is showing devastation but not much of the rescue and recovery work  Citizens are calling or coming to government buildings for help  Schools are filled with people looking for shelter and food [Date], [Time]

[Date] [Exercise Name] Here We Go Again  Just as the sun sets, two aftershocks hit [Jurisdiction]  The first is relatively mild and causes no additional damage but scares everyone badly  A half hour later there is a magnitude 5.5 aftershock  Seriously damaged buildings collapse completely  There are no additional fires since the gas and electricity is off [Date], [Time]

Module 3 - Recovery & Restoration

[Date] [Exercise Name] Help Begins to Arrive [Date +1], [Time]  State assistance has begun to arrive  Department of Transportation crews are reporting to the county transportation offices to be given assignments  Emergency Management has sent a team to assist in the Emergency Operations Centers and to look for a facility to use as a Joint Field Office (JFO)

[Date] [Exercise Name] Patient Update  Hospitals report that they saw an increasing number of patients arriving overnight  More bodies have been recovered from collapsed buildings and crushed cars  With 55 deaths, the medical examiner’s office is overwhelmed and implementing plans to deal with the overload [Date +1], [Time]

[Date] [Exercise Name] Island Medical Assessment  [Island Community] has complained that they need medical assistance and transport  There are five private physicians on the island and they have set up a clinic in the elementary school  They are short of supplies and medications  Five island residents died in the earthquake, and three bodies have washed up onto its shores from the bay  The island does not have facilities to store the bodies [Date +1], [Time]

[Date] [Exercise Name] Utilities Update  All of the gas leaks have been isolated  Telephones are now operating normally except to [Island Community]  Power is being restored to areas except [Island Community]  Water pressure and sanitation begins to improve  The sewer leak has been stopped after 18 hours [Date +1], [Time]

[Date] [Exercise Name] Roads and Rivers  Highways are reopening  Gasoline prices have jumped by 50% overnight causing a gas shortage  Damage to the dam is worse than initially assessed  [North River] continues to flood the city causing further damages to homes  Storm sewers are backing up [Date +1], [Time]

[Date] [Exercise Name] Emergency Response  All fires are extinguished or under control  Emergency response teams are exhausted and are requesting assistance for heavy rescues  No major crimes were reported during the night  [Local Law Enforcement] officers are exhausted and are requesting relief [Date +1], [Time]
