2 Accredited Standards Committee C63 ® - EMC Scope SC1 Techniques and Developments Scope Subcommittee 1 provides the technical expertise and resources necessary for maintaining existing and newly proposed C63 ® approved standards documents. New or existing measurement techniques and associated instrumentation, measurement methods, and limits development related to EMC are incorporated as assigned by the Main Committee ASC C63 ®.

Update on Working Groups 3 C63.2 The ballot closed on Tuesday, 4/21/ people were in the ballot pool. The ballot passed as there was 63% Approval (Majority Test - entire ballot body) and 80% Approval (Two-thirds Test: returned votes, excluding abstentions).

C63® MeetingSlide 4 C63.2 The reason for the three negative votes were: – Limitation of the lower frequency end from 10 Hz to 9 kHz (due to reference to C63.2 in MIL-STD 461x) –Existence of Table 2 in new revision (concern is that test instrument acceptable under CISPR to be unacceptable under C63.2) In addition, numerous editorial and general comments have been received: – Addition of various standards to the clause of normative references – Add section on definitions and acronyms (e.g., quasi- peak –detector, average detector, etc.)

C63.2 During the C63.2 working group meeting held on 5/6/2015 it was decided to formally request input from the Tri-Service committee on measuring equipment specifications supporting emission measurements per MIL-STD 461F in the frequency range 30 Hz to 9 kHz considering the following: –Specifications outlined in Table 2 of C are to be provided –Deadline for input is set for June 8, 2015 –If input is received the information will be put in a normative annex, making requirements normative for MIL-STD 461 based measurements only –If no input is received by set date the frequency range of the standard will be as stated 9 kHz to 40 MHz 5

6 C X PINS-C approved by WG, SC1 and C63 (7 Nov 2014) –21 proposals for work narrowed down initially to 9; those not of high priority were identified and reasons given in C63 voting document

–Reviewed the 9 topics to consider first –Assigned “lead” person to work on each –Expect a webinar at end of summer to see where we are –Continue with meeting at the November C63 meeting 7

C63.5 Update May 2015 Some notable items –Annex N (Identical to C63.4:2014) has been removed from C63.5:20XX. Removes 33 comments –Table 1 (Antennas used for Product Measurements and NSA) updated to clarify Hybrids are calibrated to Clause 5 for product Measurements and Annex J for NSA measurements. –CISPR is being reviewed for suggested frequency step size (minimum) for swept measurements. –Annex L updated to clarify that from below 1GHz an ACS (Antenna Calibration Site) can only be an OATS with no weather protection coverings.

SC-1/WWG Status Report 1.WWG met May 4-5, 2015 for 2 half-day sessions: a.A ttendees: 28 attendees (7 via webinar)+3 observers b.C – accepted by FCC (pending) and IC c.C63.26D13 balloted January 2015 – approved with 3 negative votes and 241 comments d.A summary of comments was circulated to balloters and WWG members on 4/26/15 for discussion at WWG meeting e.Resolved all comments at meeting, but due to the extent of the comments and negative votes, a re- balloting is necessary. 13

SC-1/WWG Status Report (Continued) f.The following topics were deferred to the WWG for further consideration and inclusion into the 2 nd Edition of C63.26: (a) Channel aggregation; (b) use of loop antennas in a chamber; (c) measurement of emission power; and, (d) table height for radiated measurements above and below 1 GHz g.PINS-C for ISM – it is recommended to form a new WG for ISM with 3 TGs i.Wireless power transfer ii.Lighting power products iii.Traditional ISM equipment 2.A motion is made to establish a new Working Group for ISM with three Task Groups. 3.A motion is made to adopted 3 new PINS for ISM equipment 14

C63/SC-1/WWG SC1 approved to establish a new a Working Group for ISM equipment with three Task Groups Background: Following the approval of a PINS-C for ISM equipment last year, it was decided that there are three tasks and hence 3 standards that needed to be developed for: (a) Lighting Products, (b) Wireless Power Transfer Products, and (c) Traditional ISM equipment (to replace MP-5). FCC has requested C63 assistance in developing these new standards. Over 34 individuals have indicated an interest in participating in one or more of these TGs. Oversight is needed to coordinate this work. The work will be prioritized. 15

C63/SC-1/WWG motion: A motion to approve the attached PINS for Lighting Products.PINS Reason: The FCC has requested C63 assistance in developing a new standard for compliance testing of Lighting Products. Over 34 individuals have indicated an interest in participating in one or more of these TGs. 16
