1 EARLY SAFETY MANAGEMENT OF PROJECTS AND EXPERIMENTS HSE UNIT PH DSO EDMS No

2 What makes CERN different for Safety CERN is an International Organization Its sites extend across 2 countries Experiments implanted in CERN are often comprised of component parts which come from many different countries around the world e.g. CMS received in-kind contributions from ≅ 25 countries.

EDMS No Proposal CERN experimental committees CERN Research Board MoU (CERN & Collaboration) MoU (CERN & Collaboration) MoU for construction, installation, maintenance and operation of experiments is not legally binding; General conditions applicable to experiments (annexed to MoU) are legally binding; General conditions applicable to experiments sets out rules for the Collaboration (“...meet CERN Safety rules”) & define the role of CERN Organization (who does what) Experiments proposal

EDMS No Director- General HSE Unit Host Department DSO Collaboration GLIMOS § 5.4 of SAPOCO : “…an experiment or test is represented by a Group Leader in Matters of Safety (GLIMOS), who is responsible for Safety, with the necessary authority, from the design stage … until it is finally dismantled …” § I, III and VI of HSE mandate : “advice and relevant expert support on Safety risk assessment, risk reduction and risk control”; “provides Safety clearance for activities, special equipment, installations, experiments and projects with major Safety implications prior to design, operation or dismantling activities” “establishes and maintains CERN’s regulatory framework” § 5.1 of Code A9: “Appointed by the Division Leader to act on his behalf in matters of Safety” Organization (who does what)

EDMS No Director- General HSE Unit Host Depart. DSO Collaborati on GLIMOS § 3 ad 4 of Safety Code A5 (Safety of Experimental Apparatus ): The Host Division must ensure the safe construction, installation, testing and operation of experimental apparatus to be used at CERN. The Division responsible for territorial safety must be fully informed of any safety risks the experiment may involve and ensure that all safety requirements for the area concerned are fulfilled. After approval of an experiment, a GLIMOS must be appointed. He will have the direct responsibility for all safety aspects After the approval of a new experiment or a major modification of an existing experiment, the GLIMOS shall organize, via the Divisional Safety Officer (DSO) of the Host Division and with representatives of the TIS Division, a safety hearing to : (a) analyse the risks the experiment may involve; (b) verify that the CERN Safety Codes or other relevant safety rules and regulations are respected; (c) determine with TIS Division the safety measures, tests and follow- up during the construction, installation and operation of an experiment. EDMS No Project Safety file Project Safety file – a set of documents necessary to demonstrate that: 1- activities; 2- equipment (including experimental apparatus); 3- and facilities; associated to a project comply with the applicable Safety requirements. The Safety file also serves to demonstrate to external bodies, CERN’s ability to manage its Safety and master the safe operation (including maintenance) of its activities, equipment & facilities.
