NATIONAL PROGRAMME IN SUPPORT OF THE MICRO AND SMALL-SIZED ENTERPRISE (PRONAMYPE) Costa Rica Alvaro González A

PRONAMYPE  National Programme in Support of the Microenterprise, attached to the Ministry of Labour and Social Security, managed through the TRUSTEESHIP form, Trusteeship 02-99, MLSS/PRONAMYPE/BPDC.  It operates as a second-line bank, granting credit through “Intermediary Organizations” which can be Cooperatives, Organizations, Foundations, and Cantonal Agricultural Centres, among others.

TARGET POPULATION Low-productivity microenterprises or belonging to the informal sector, defined as subsistence microenterprises, and simple and extended accumulation microenterprises. Low-income individuals with productive micro- entrepreneurships. Female heads of households with enterprising spirit. Other vulnerable populations (disabled individuals, the aged, etc.)

PROGRAMMES FOR PROMOTING MICROENTERPRISES PRONAMYPE SPECIAL CREDIT PROGRAMME FOR LOW-ECONOMIC INCOME ENTREPRENEURS PROGRAMME FOR YOUNG ENTREPRENEURS PROFESSIONAL TECHNICAL SCHOOLS TELE-HIGH SCHOOL TEACHING OF THE RURAL YOUTH PROGRAMME

SPECIAL CREDIT PROGRAMME FOR LOW-ECONOMIC INCOME ENTREPRENEURS (PROCEEDER) A programme is being developed by the Ministry of Labour and Social Security through PRONAMYPE, sponsored by the Spanish Agency for International Cooperation that promotes the participation of: Young people excluded from the Formal Educational System, unemployed, low-income individuals, individuals from the rural areas and the marginal urban ones. Unemployed female and male workers, underemployed female and male workers from the informal sector of the economy. Young women, Female Heads of Households.

SPECIAL CREDIT PROGRAMME FOR FEMALE AND MALE ENTREPRENEURS OF LOW-ECONOMIC INCOME (PROCEEDER) Objective: Productive chaining of a Programme allowing the integration of Training- Credit-Technical Assistance into a low-economic income population, characterized by its exclusion from the traditional financial and non-financial services, implementing for said purpose through strategic alliances with Public and/or Private bodies, services adapted to their conditions and needs, that may promote the incorporation of young people and Female Heads of Households into the productive process through the generation of employment, boosting micro-entrepreneurships initiatives.

PROCEEDER is divided into two stages: I. Training:  Through Local Governments (Municipalities), that jointly coordinate and structure with PRONAMYPE, the training courses on Entrepreneurial Management in the assistance Areas, and through the Non-Governmental Organizations that collaborate with PRONAMYPE.  Design of differentiated Credit Lines, adapted to the needs and conditions of the assisted population, granted through Intermediary Organizations that assist these geographical areas. PROGRAMME FOR YOUNG FEMALE AND MALE ENTREPRENEURS, COORDINATED WITH PROFESSIONAL TECHNICAL SCHOOLS AND TELE-HIGH SCHOOL TEACHING ATTACHED TO THE NATIONAL PROGRAMME FOR RURAL YOUTH Objective: To promote the development of microenterprises among young students of the Professional Technical Schools and Tele-high school Teaching attached to the National Programme for Rural Youth, incorporating within the educational process the Entrepreneurial Management formation and complementing their technical skills so that once they graduate they may be able to start their own enterprise.

The Programme for Young Female and Male Entrepreneurs Coordinated with Professional Technical Schools and Tele-high school Teaching is composed of two phases: I. Training:  Through strategic alliances of coordination and cooperation with the Ministry of Public Education, through Professional Technical Schools that jointly coordinate and structure with PRONAMYPE, the Entrepreneurial Management Training courses in the Rural Areas Schools, mostly in the Urban Areas.  Through strategic alliances of coordination and cooperation with the Ministry of Production, through Tele-high school teaching and the National Programme of Rural Youth that jointly coordinate and structure with PRONAMYPE, the Entrepreneurial Management Training courses in Rural Areas Schools, mostly in the Urban Areas.  Design of differentiated Credit Lines, adapted to the needs and conditions of the female and male youth trained under this convention.
