Transference Program Methodology of Strategies for Overcoming Poverty FOSIS – OAS Jamaica – Trinidad & Tobago and St. Lucia Santiago, Chile-November 2007

Meaning and Objectives of the Program  To design a transference modality which draws from the collective experience of the OAS and FOSIS.  To establish an ongoing, replicable transference.  To strengthen the institutional capacities and gradually establish integrated Social Protection strategies.  To provide technical assistance and accompaniment based on the institutional experience.  To develop a model of the transference process and produce knowledge.

Participants in the Process  Department of Social Development and Employment of the OAS.  FOSIS – team of tutors.  University of the West Indies and University of the Chile.  Ministry of Social Development and Social Investment Funds of Jamaica, Trinidad & Tobago and St. Lucia.

The Proposed Method The Program includes the following stages with a duration of 18 months :  Preparatory meetings.  The launching event in Jamaica: June 26-28,  Internships in Chile for national teams of the participating countries, November  Design and application of a pilot intervention.  Closing and evaluation workshop.

 The Internship The Internship in Chile will have three key moments : 1. The initial agreements. 2. Lectures (production of lessons). 3. Presentation of results.

The Initial Agreements In this phase it is expected that the interns will be presented with: objectives, methodologies and monitoring indicators. This phase will take place on the first working day in Santiago and will allow for the framing of the process that the teams will undergo in the field and the subsequent analysis of the results.

Production of Lessons In this phase, it is expected that that teams of interns will attend lectures involving the transfer of knowledge on the Puente Program, in the city of Santiago and in the regions defines for fulfilling the objectives The following is the proposed curriculum:

Presentation of Results In this phase, it is expected that teams of interns would present the main findings and lessons in a workshop. At the same time, the systematization of the Internship process will be made available to the team. The Work Plan for the next period is elaborated and agreed upon.

 Design and application of a pilot intervention It is proposed that at the end of the internship in Chile, each country would be able to advance in the design of a pilot intervention.  Closing and evaluation workshop Final activity which will allow for the sharing of lessons. Analysis of results and observed impacts. Replicability of the transference model used in the English-speaking Caribbean. Complementary planning activities.
