2 A Brief History … TYBEE ISLAND SOLID WASTE AND RECYCLING In October of 2008, as a result of competitive bids Waste Pro was awarded the contract to provide Solid Waste, Yard Waste and Recycling services for the City. This action was taken to improve all aspects of service delivery which the current provider was deficient and who agreed to cancel the remaining term of their contract. The following represents where we were and the improvements made:

3 June 2008 Contractor was not responsive to the needs of the City. Condition of rollout carts were poor, missing lids, wheels, etc. Contractor was slow in providing replacements or making repairs. Contractor slow to respond to reports of missed pickups and other complaints. October 2008 to Present Waste Pro responds to requests by customers and the City, documenting all issues and their resolution Waste Pro provided and delivered new rollout containers and recycling bins to all residents. Timely collection provided with new trucks reduced complaints significantly.

4 June 2008 Contractor did not fully support new methods to increase recycling Overall performance resulted in poor customer satisfaction by the City and residents, leading to early termination of the contract. Rate charges were $20.83 per home per month. October 2008 to Present Waste Pro has made every effort to increase participation and provide additional recycling to commercial establishments and the City Waste Pro continually strives to provide timely service in a safe manner to the residents and are responsive to their needs. Average fuel adjusted rate is $17.43 per home, per month.

5 Positively Speaking… The partnership between the City of Tybee and Waste Pro has improved the appearance of the community through superior service and new carts and bins. The exceptionally competitive rate saves the City and its residents $3.40 per home per month a savings of $9,520 per month and over $114, per year.

Proposed New Recycling Rollcarts In response to our recent discussions in Recycling Collection within the City, Waste Pro submits the following for your consideration: Waste Pro will provide bi-weekly collection of residential single stream recycling throughout the City from 64 or 96 gallon recycling rollout carts. Waste Pro will provide 64 gallon recycling rollout carts for an additional monthly charge of $1.50 each or 96 gallon recycling rollout carts for an additional monthly charge of $1.75 each. Waste Pro will assemble and deliver recycling rollout carts purchased by the City for a one – time fee of $ 2.00 each. 8

New Recycling Rollcarts-cont… In consideration of the Capital expenditure incurred for the recycling rollout carts, Waste Pro requests the current agreement be extended for a three (3) year period through November Waste Pro will design and provide magnetic cards with recycling information and a map of the changed routing schedule. Price for extra pick-ups for short term rentals will be $15.00 / month. Price for an additional cart is $15.00 / month. 9

Commercial Recycling Compactors Waste Pro will provide (2) 30 cu. yd. self- contained compactors equipped with the key/card system that will keep track of all tonnage specific to each individual customer. The cost (hauling charge) is $ / haul. The rental charge is $ per month – includes monthly maintenance servicing. Proceeds from sale of commodities will be shared on a 50/50 basis. 10

Just the Facts….. Tybee MSW tonnages increased 8 % ( tons) from 2009 to Tybee Recycling tonnages increased 151% ( tons) from 2009 to Tybee diverted 7 % of the MSW volume away from a landfill into a Recycling Center in Tybee diverted 14 ½ % of the MSW volume away from a landfill into a Recycling Center in A Single Stream recycling program utilizing 64 or 96 gallon carts enables the customer to roll the recycling cart to and from the curb – this convenience translates into greater participation and overall success of the program toward achieving sustainable landfill diversion goals. 14

Recycling Rewards If Tybee Island recycles 40 tons per month, we will remit to the City 25 % of material proceeds. If Tybee Island recycles 50 tons per month, we will remit to the City 50% of material proceeds. If Tybee Island recycles 75 tons per month, we will remit to the City 75 % of material proceeds. If Tybee Island recycles 100 tons per month, we will remit to the City 100% of material proceeds. Pratt Industries is currently paying us $5.00 per ton, but as volume increases we should be able to negotiate a higher yield. WastePro will provide monthly reports to substantiate volume. 15
