Cause of the problem Low awareness of the migrant workers Bad implementation of the Trade Unions Law of PRC in some private sector The ACFTU didn’t attach importance to the issue of migrant workers before 2003 N ew plan of the ACFTU to increase its membership didn’t clearly concern on migrant workers
