WPLP Project As stated in the West Point Leadership Program, “Leadership is the process of influencing human behavior to accomplish organizational goals”. Within any organization, there are great variations in the levels of training, experience, and effectiveness of its leaders. The Police Department of The University of Texas is no different from any other organization in that regard. Some leaders have had formal leadership training, while others have simply “learned by doing”.

Goal My goal through this project is to implement the West Point Leadership Program into the University of Texas Police Dept, and possibly include other departments within UT.

Goal Those who receive the training will be better able to make informed decisions by applying leadership theories and principles to simple or complex problems resulting in more consistent decisions as applied to organizational mission and goals.

Goal Another desired outcome of the program would be to develop a cohesive department, all striving to meet the overall mission of the department, and of the University.

Leadership Schools The UT System is affiliated with at Two Leadership Institutions. JBS Leadership Institute UT Dallas It is usually cost prohibitive for staff members to enroll and the staff must find their own time to attend.

Problems As I have observed in our department, there is no formal leadership training. (TCLEOSE) Some of our staff is starved for leadership training. There have been recent disciplinary issues within the Police Department indicating deficiencies in understanding leadership principles.

WPL Model The Model of Organizational Leadership from the WPLA illustrates the “big picture” with regard to the complexity of leadership. All employees, regardless of experience or rank, are vital to the organization and they each must realize that they do have a leadership role.

WPL Model Rather than our employees having the mindset that “they make the decisions”, leadership training for all employees can lead to a “we make the decisions” philosophy making our department a more cohesive group within the University.

Implementation of the WPLP Areas of Interest 1. The legalities of using the program. (Copyright issues) 2. Getting the University to buy into the program 3. Funding 4. Instructors 5. Faculty 6. Scheduling

The legalities of using the program. The program has already been adapted and used in the LAPD, APD, and New Jersey Police Chiefs Association.

University must Buy-in University must Buy-in Even though we are an educational institution and already believe that formal education will transform people’s life for the betterment of society, the University must take stock in the program before the program can be successful.

University must Buy-in Copies of the notebook are currently being made in order to have some key people such as Vice President for Campus and Employment Services, the Director of Human Resources, The Associate Vice President for Campus and Employment Services, and the Chief of Police to review the program.

University must Buy-in Set up meeting with these people and the faculty of WPLP in an attempt to open lines of communication and create some super ordinate goals.

Cost Benefit Funding 1. Present modern behavioral science theories, to enhance students’ understanding of human motivation, satisfaction and performance. 2. Provide a framework to help students organize their knowledge and experience into effective leadership actions. 3. Integrate the course content into daily leadership practice.

Cost Benefit Funding 4. Challenge each student to develop and achieve their personal potential. 5. Inspire students to adopt a lifelong commitment to the study of leadership.

Cost Benefit Funding The project may be compared to other leadership schools and their course goals. The amount of time, the total cost per person, and the process by which a person is chosen to attend will have to be analyzed.

Instructors The strategy used by the Austin Police Department for instructing the program is an excellent idea. The idea sharing class space with other agencies and calling on someone who has already been through this class to interact with the University is another strategy. Social Capital

Scheduling In an agency our size it would be almost impossible to fill a class of twenty five to thirty five people with UTPD personnel for a week per month for five months. What is the optimal class size for the program? Other Agencies or UT Dept.
