ASSESSMENT GUIDE QUESTIONS Economic Group

1. What lessons can be drawn in the course of implementation of the programs/projects in your sector?  Readiness of implementing partners (PLGU/CLGU/MLGU, BLGU, & community) is critical  Feedbacking Mechanism (horizontal and vertical) needs to be strengthened  Sustainability at beneficiary, barangay, and municipal level  No project documentation, if there is, not properly or thoroughly done;  No comprehensive assessment and evaluation  Multi-year budgeting for sustainability and long term projects such as road maintenance, and projects which will address food security and increase animal inventory.

2. What are the impacts that have been observed, and how the local programs and projects contributed to such impact?  A little increment on productivity and income at household level, not at industry level;  Mechanization of farm operation saves a certain percentage on post harvest losses, improves grain quality and reduces drudgery on work or manual labor;  Agricultural interventions are felt to some degree resulted to dependency due to “dole out” mentality;  Reduced travel time and cost;  Improved accessibility and connectivity.

3. Were there any programs and projects that yielded an adverse impact? What are these programs and projects?  Livelihood Projects: -most recipients are not that ready to diversify, for them, it is a burden; -once gaining income becomes a cause of misunderstanding leading to non-performance of responsibilities such as payment, maintenance, etc.  Dependency on Government support  Unintended use of facilities (e.g. Road Networks converted to solar driers which is hazardous to motorists, shouldering converted to log deck)

4. What are the programs and projects which are worthy of replication and thus have to be sustained?  BUGAS component projects provided that beneficiaries should not be the poorest among the poor;  USAD to develop the upland areas;  Upgraded biosand water filter facility;  Livelihood Enhancement and Assistance Program (LEAP);  Animal Health Program;  Animal Breeding and Production Program;  Jobs Fair and Skills Development Program;  Special Program for Employment of Students (SPES);  Fly now, pay later Plan for the OFW;  Provincial Road Maintenance Strategy.

5. What programs and projects exhibited high potential in reducing poverty?  Livelihood Projects that ensure food security and productivity;  Accessibility and Connectivity Projects (e.g. Road)

6. What are the good practices that have been demonstrated in the course of program/project management?  Coordination mechanism with key stakeholders;  Commodity Road Mapping;  Community mapping;  Maintenance of road by contract approach;  Maintenance of Training Facilities which serve as training venue and production of quality inputs;  PRNDP Updating.

7. What are the processes and activities that have to be discontinued or enhanced since they have caused delays and ineffectiveness in program/project implementation?  Limit “accommodations”;  Improve procurement system;  Enhance E-procurement (e.g. specification issues);  Strengthening of Monitoring and Evaluation;  Enhance project promotion through Quad-media;  Project communication to all project stakeholders;

8. What are the programs and projects that have demonstrated strong and genuine community engagement?  Post Harvest Facilities (Small-scale);  Community mapping;  Animal Dispersal Loan Program (Women).

9. How effective is the Balanced Scorecard in project implementation?  Not yet completely implemented, so cannot be measured yet for effectiveness;  To be finalized, popularized and institutionalized;  Effective tool – a way where alignment of activities of all players are seen.

10. What are the strategies to be further promoted? What are the strategies to be altered since they have not been proven to be effective?  Collaboration with partners should be sustained;  Focal Person designation and team approach/strategy;  Promote SM-BSC;  Ecosystem Development Approach;  Road maintenance strategy;  Identification/Selection of enrolees;
