Rezoning and Food: What’s Happening in East Harlem? KIMBERLY LIBMAN PHD, MPH SEPTEMBER 21 ST, 2015 HEALTHY FOOD FOR UPPER MANHATTAN

Zoning and Food  Zoning “determines the size and use of buildings, where they are located and, in large measure, the density of the city's diverse neighborhoods.”  Direct influences on neighborhood food: location and type of food retail and manufacturing  Indirect influences on neighborhood food: purchasing power, price, products

East Harlem Neighborhood Planning Process

Goals of the EH Planning Process  Collect and organize community concerns and ideas in order to influence City agencies’ planning and rezoning processes  Create a human capital development plan that focuses on the betterment of East Harlem residents  Develop an approach to preserving and expanding East Harlem’s affordable housing, including public housing  Support and preserve East Harlem’s cultural identity  Develop implementable recommendations that reflect community input

Discussion How do you think the rezoning can support the goals of HFUM? What concerns does the rezoning raise for you?
