Transforming Education ……………...The Challenge 4 About 3 - 4% of the Youth receive Relevant Education Balance 96% - how to address their aspirations? Civil Society, Central and Sate Governments have NO concrete plans for the dropped-out children? Can the country prosper if we do not plan for such a large part of the population? We need to plan for our youth! Otherwise?

Transforming Education ………….…..The Challenge 5 Rs. 91,000 cr. or US$23 billion/yr spent on education 15% by Central Govt. and 85% by State Governments. 3.3% of GDP spent on education – not enough – more required. Private initiatives inject another 4.7% of GDP into education, mostly in urban areas 3.0% - 3.5% of GDP or additional US$25 billion required per year, just for Primary and Secondary education

Transforming Education ………….…..The Challenge 6 Educational Cess may mobilize additional US$1.5 billion per year Central & State Government are in deficit by 5% to 6% of GDP Private participation from citizens & NRI’s is a solution Relevant & World Class Education in Primary, Secondary, Vocational, Higher & Technical reqd.

Transforming Education ………Role of Government 1 Facilitator and not a Controller Like in Business & Industry remove Controls & Regulation ‘License Raj’ must go in Education All subsidies from higher education to be diverted to primary & secondary education

Transforming Education ………Role of Government 2 Allow education to be recognized as an Enterprise Allow tax breaks in investment in Education till 2025 or till we achieve 95% to 98% Literacy Recognize that education business is US$ 2800 billion per year. Education is 5 times bigger than I.T. and software which is US$ 530 billion per year

Transforming Education ………Role of Government 3 Only 1% of new jobs go to Government, 2% to private ‘organized’ sector and 97% to ‘unorganized’ sector Relevance of Vocational Education & Training, where 80% of the population is given an opportunity to learn skills / trades / competence in 2500 areas. In 15,000 modules. This is missing in INDIA! Can get engineers, but not international quality plumbers, masons, repairmen, etc

Transforming Education ………Role of Government 4 Education & Training is a big employment generator Capitation Fees will be resolved by decontrol & deregulation Fee Structure for 18,000 colleges cannot be decided by a group of Supreme Court Judges, but only by free & competitive market forces

Transforming Education …….…..Actions to be taken 1 Promote 100% literacy Decontrol & deregulate education as was Industry in Unshackle Goddess ‘Saraswati’ Allow private participation in education with minimum of 25% free education for the SC/ST( under privileged) and Below Poverty Line population 100% Enterprise Skills Education in schools, Class 1 st to 12 th

Transforming Education …….…..Actions to be taken 2 80% of population for Vocational Education & Training. 100% of the work force must be V-Trained Link-up Industry-Enterprise-Learning-Research – on a dynamic basis Make India as the world’s best and largest ‘Educational Hub’. Primary to Higher & Technical Education World Class Education will propel INDIA as a ECONOMIC POWER

Purpose of Education Economic Factors 1. How can I survive in this world? 2. How can I earn enough? 3. How will it benefit me and my family? 4. Can I start my own business? 5. Indian buying power is limited, can I export? 6. How to do things better and faster? 7. The need for knowledge & learning 8. The need for benchmarking & improving 9. The urge and need to become world class 10. To excel in any particular field of activity

Purpose of Education Social Factors 1. To stabilize POPULATION growth 2. To reduce LAW and ORDER problems 3. To reduce the incidence of AIDS 4. To improve SECURITY of INDIA 5. To improve HARMONY between the people 6. To improve personal HYGINE 7. To improve general HEALTH & reduce disease 8. To improve PRODUCTIVITY 9. To reduce pollution & improve ENVOIRNMENT 10. Find ways to work as a Team for the COMMUNITY
