PROJECT PROPOSAL IN TRACECA CONTEXT Tg. Mures – Iasi - Ungheni Motorway section

Tg. Mures – Iasi – Ungheni The section is going to be part of the extended TEN – T and in the same time part of traceca corridor – Romania has got a strategyc position, linking Europe with TRACECA countries. Regional Criteria Network description The motorway section Targu Mures – Iasi - Ungheni/ border with Republic of Moldova: is placed in the North - eastern part of Romania, connecting the central part of the country with the Romanian/ Moldavian border; the section is also connecting 2 Pan–European Corridors no. IV and no. IX, having the following indirect benefits: connects Bulgaria to Hungary (Partly through Pan – European Corridor no IX and partly through Transilvania motorway) and in the same time with the existing national infrastructure; it is also considered to be an exit to Ukraine, using the national road infrastructure; Tg. Mures – Iasi –Ungheni Connection with Transilvania motorway Pan – European Corridor no. IX Pan – European Corridor no. IV

Tg. Mures – Iasi –Ungheni How is interoperability and connection with other infrastructures handled? Having a direct link to Moldavian Border will be the main reason to attract the traffic flow from Bulgaria, to Romania and further to the Republic of Moldova or to Hungary, route which will be fully operational after finalizing the Corridor no. IV – Nadlac (Hu/ Ro cross border) – Arad – Timisoara – Lugoj – Deva – Orastie – Sibiu – Pitesti – Bucuresti – Cernavoda – Constanta, the Pan – European Corridor no IX and Transilvania motorway. The location of the future motorway sections is also a benefit for the regional development along the Moldavian/ Romanian cross-border, the economic environment could be stimulated and eligible for European Regional Funds. Technical Description Design speed: 130 km/h Length: aprox Technical Description Design speed: 130 km/h Length: aprox. 310 km Motorway cross-section: platform – 26.00 m; carriageway - 4 x 3.75 m; middle lane – 3.00 m; Emergency lane - 2x2.50 m; shoulders - 2 x 0.50 m; employment bands - 4x 0.50 m; parapets space (outside the platform) – 0.75 m Cross-section for link roads: carriageway - 2 x 3.50 m; shoulders - 2 x 1.00 m, out of which: employment bands - 2 x 0.50 m; platform - 10.00 m. Land acquisition: Estimated area of expropriation for the entire highway route - represents terrain and built settlements.

Mures – Iasi –Ungheni Economic Criteria Estimated project repayment time - At 10 years to cover the initial costs Forecast years At least 3 years for construction, based on the experience of similar contracts; the length will be divided into 3 sectors: Tg. Mures – Ditrau – Tg. Neamt - Ungheni Investment costs – 6. 096 mil. Euros - costs for development of design documentation (feasibility study, feasibility study, engineering design, details of execution); - expenses for consultancy and technical assistance; - Costs associated with obtaining necessary approvals and agreements in principle for the investment; - Expenses for training documents on the procedure for awarding the contract; - construction costs Tg. Financial Rate of Return of the Investment and the cost break down – will be established after the Feasibility Study will be finished. Private investors interest in the project – until now, during the bilateral meetings at high level, a lot of investors from European and Asian countries had shown interest for this project implementation. PPP laws – Romania has recently approved the Law which rules the PPP project.

Technical Criteria Link or node or upgrade? The present alternative considered to be viable is the national road network, which goes toward the cross border point with the Republic of Moldova, national road considered not to be able to comply with present traffic needs. By implementing this project, there will be offered to the road users a better level of accesibility, speed, traffic safety, confort because of the auxiliary services offered by a motorway Intermodality The quickest link to the Eastern border with the Republic of Moldova, and further on to Hungary through Transilvania Motorway and to Bulgaria through a part of Transilvania Motorways and a part of Pan European Corridor no. IX. The link, through the motorway network, existing or future, with Constanta Multimodal Terminal The link with the integrated transport system (Danube river) Modal shift – there is currently available the RO-LA technology, in the multi modal links: Tg. Mures, Iasi and Ungheni. Safety the technical requirements, starting from the design stage, will impose the safety geometrical elements, in line with best design & technologies; Travel cost saving the motorway section will have high standards, according to TEM motorway standard – modern, European, economical, for the same price, which is the Romanian vignette Travel time savings the travel distance is reduced with 25% and travel time with 30%

Environmental Criteria Pollution Reducing the noise & gas emission Energy consumption – will be reduced due to the continuous flows of traffic, to the decrease of the travel time and the time spent in the cross border point Diversion from sensible areas (living areas, preserving natural resources, others) The traffic flow will be taken out of cities – Greener transport Creating eco ducts in order to protect the fauna

Political Criteria Government Support Dependance on other step/project When to start? – after the Feasibility Study is finished (1st Semester of 2012) and the financing resources necessary for the construction will be identified. Government Support The project is included into Romanian transport strategy for PPP projects Part of the Romanian Master Plan, Fiscal Strategy for the next 5 years.
