Linking PACA with regional strategy: GENESIS Jörg Meyer-Stamer

Linking PACA and Genesis PACA is –a bottom-up approach –identifying opportunities for quick action –mobilising local players (Champions) Genesis is –a regional-level top-down approach –generating a vision and priority lines of action for regional development PACA and Genesis are complementary approaches to territorial development.

What is the key idea of GENESIS? In order to move from incremental change to significant upgrading, LED requires catalytic projects In a given location, a variety of catalytic projects is possible in principle It is essential to prioritise possible catalytic projects One criterion in prioritisation is support by key local stakeholders The other criterion is the robustness of the project with respect to different possible futures GENESIS employs the scenario writing technique to identify possible futures.

Build-up Phase, 1: Communication Identify participants for Contextual Workshop Collect information on location Inform and invite influential and knowledgeable LED stakeholders Assemble GENESIS Team

Build-up Phase, 2: Data mining Interview key informants and assess available reports Environmental scan, leads into a SWOT analysis –analysis of local integration into national and global value chains –economic and power structure of VCs –possible local leverage factors and options for upgrading Hypotheses Workshop of GENESIS Team.

Contextual Workshop Activities in the workshop: Alignment of expectations Alignment of understanding of LED and of the purpose of the workshop Determine "Rules of the Game": socio-economic context and developmental determinants of regional LED Duration: half day

Futures Workshop, Day 1 Alignment of expectations Mesocard exercise: What is the comparative and competitive advantage of this region? Mesocard exercise: How and where can we build a unique competitive advantage for our region? Identify the 8 to 10 top scoring cards / clusters, conduct Paper Computer scoring exercise Prepare Paper Computer matrix Develop stories around the elements that end up in the Active quadrant

Futures Workshop, Day 2 / 1 Reporting the stories to the plenary Reality check on stories Brainstorming: Catalytic projects to make future happen, cluster, Pareto

Futures Workshop, Day 2 / 2 Identify the factors (including risks and bottlenecks) that may stand in the way of the story becoming true Cluster cards, eliminate duplicates, write headers Organise headers in a XY-diagram (likelihood, impact) Identify early warning indicators on the top right factors Report back: Key risks and early warning indicators Prioritise catalytic projects Brainstorming: Looking at main threats, do we need additional catalytic projects to contain key threats?  Duration: 2 days
