2 Nation Proposal of the Republic of Kazakhstan in UN On the 1 st of November, 2011 the Republic of Kazakhstan has made Nation proposal in UN about the inclusion in the agenda of UN Conference on Sustainable Development RIO+20 (Brazil,20-22th of June, 2012) discussion of «Global Energy and Ecological Strategy for Sustainable Development in the XXI century». 3 Sustainable Energy for All Today the world community searches for the ways of overcoming of the accruing crisis phenomena by working out of new global paradigms in energy and ecological sphere. 4 Green economy UN Conference on Sustainable Development RIO+20.Other paradigm is the offered by UN concept of the transition to «green economy» in a context of sustainable development and poverty eradication. These two paradigms also will be the basic maintenance of the final document of forthcoming UN Conference on Sustainable Development RIO+20.

6 The contribution of Kazakhstan to the solution of global problems The Strategy proposed by Kazakhstan not only in line with UN initiatives on «Sustainable Energy for All» and «Green Economy», but also supply them with scientifically based mechanism of realization on longer perspective, than it is provided. Thereupon, presentation of Strategy on Rio+20 will be the great contribution of Kazakhstan to the solution of global problems because the Strategy purpose is working out of the mechanism of formation of a safe energy and ecological condition of a planet which will be profitable to all countries today and in the future.

9 Comparative table “Global energy and ecological strategy" and "Sustainable Energy for All" 3.On doubling the share of renewables task in global energy balance the Strategy and the Initiative correspond. 4.For the entire set of tasks the Strategy complements the Initiative with recommendations of mechanisms to achieve the required parameters.

10 “Zero draft“ project of the Rio +20 outcome document Energy 70.We offer based on the initiative "Sustainable Energy for All", initiated by the Secretary General with the universal access goals to basic minimum level of modern energy services and for consumption and production by 2030, improve energy efficiency at all levels in order to double the level of improvements to 2030, and a doubling of renewable energy in the global energy is mixed by 2030 by promoting the development and the use of renewable energy sources and technologies in all countries. We appeal to provide an adequate financial resources to developing countries in order to ensure effective and wider use of energy sources. 71.We agree that each country should be run on low-carbon development. We encourage wider use of energy planning tools to provide a stable foundation for donors and partners to coordinate their efforts to promote cooperation.

12 Proposal substantiation Substantiation: 1.In the context of sustainable development the unity of "energy and environment" is important because a modern methods of generation, transportation and energy consumption are the cause of climate change. 2.In order to attract business to implement the initiative "Sustainable Energy for All" it is very important to adopt a global long-term document in the form of energy and ecological strategy, providing a development for public-private partnership and States obligations. 3.By adopting the global energy and ecological strategy will allow to realize the initiative "Sustainable Energy for All" on the basis of uniform standards, to create effective global financial institutions for its implementation.

14 About collaboration Thus, from a purely formal point of view, we ask to support in the promotion for the "Rio+20" our proposed formulation in paragraph 71 for "zero draft" outcome document. On the content side, we are interested in joint formation on "Rio+20“ worlds’ desired outcome document, containing concrete and practical steps. On the organizational side, we are interested in co- hosting side-events and round tables in Rio de Janeiro.
