IF ONE OF THESE COME KNOCKING LOCKDOWN IS NOT ENOUGH

WHAT DID 8 YEARS OF LOCKDOWN PREPARATION YIELD?

Police Intervention Suicide Weapon Malfunction Civilian Intervention LOCKDOWN BASES SURVIVAL ON THE INABILITY OF THE BAD GUYS TO REACH THE INNOCENT BEFORE POLICE CONTACT. BUT HOW WILL IT REALLY END?

A.L. i. C.E.

WHAT IS: A.L. .C.E. A comprehensive plan of action: Addresses violent intruders on campus Maximizes survivability of targets (you!) by teaching options Copyright © 2009 Response Options

PURPOSE OF: A.L. .C.E. Begin the mental preparation to: Recognize Assess Respond to threats against you and/or your responsibilities (staff & students). Copyright © 2009 Response Options

Alert

WHAT IS IN THE ALERT Principals and/or staff (PA system Operator) must not use Code Words- they do not tell us anything. Give clear and accurate information as possible by using available technology or your senses. Principals must use plain English- bad guy already knows what he is doing, help everyone else know also Information is the key to making good decisions What methods of communication do you have, and how do you use them in emergency situations? Can you use texting if PA system is compromised? Mass texting? Give out information that will answer the vital questions of who, what, when, where and how.

Lockdown

LOCK-DOWNS Interior lockdown: “May I have your attention. We are in INTERIOR lockdown at this time. All staff and students should move to the nearest available room and begin the lockdown procedure. Secure your classroom and remain in your room until school administrators or a uniformed first responder arrives at your room to release you.” Exterior lockdown: “May I have your attention. We are in EXTERIOR lockdown at this time. All staff and students should move to the nearest available room and begin lockdown procedures. Secure your classroom and remain in your room until school administrators or a uniformed first responder arrive at your room to release you.” Administrative lockdown: “May I have your attention. We are in ADMINISTRATIVE lockdown at this time. All staff and students should remain in their current location. When the incident is resolved additional announcements will be made to resume our regular schedule. SO WHAT DO WE DO WHEN ONE OF THESE FOLKS SHOWS UP?

“LOCKDOWN” Shut & Lock Door Leave lights on unless threat is from outside Sit in Corner Do you consider this a sufficient stand- alone, mandated defense? Fight, Flight, or (only) Freeze?

THE LESSON FROM VT: 28 VS. 2 (FATALITIES) PASSIVE VS. PROACTIVE Room 210 No Class Offices Room Present Killed – 10 Wounded -2 Room 204 – 19 Present Killed – 2 Wounded - 3 Room 200 No Class Room 211 – 19 Present Killed – 12 Wounded - 6 Room 207 – 13 Present Killed – 5 Wounded - 6 Room 205 – 12 Present Killed – 0 Wounded – 0 Hallway – Killed 1 Data from Chapter 8, Virginia Governor’s Report on Virginia Tech. Information

I NFORM (PRINCIPAL) Continuation of ALERT communication Provides real-time information Allows for good decision-making Redirect focus of attacker  Takes advantage of attacker’s fragile state  Confuses, distracts shooter

Evacuation

Why is it OK to leave after the shooting, but not before????

EVACUATION Reduce the number of potential targets Provide occupants with the ability and authority to evacuate Follows natural response Removes need for family/friends to come to the scene Do you know how to get out of this room ( how many exits?) How many exits are there in the following venues? Malls Places of worship Restaurants Businesses NO VEHICLES

SHOULD THEY BE MANDATED TO STAY IN PLACE MAYBE 5 MINUTES TOO LONG? LOCKDOWN ! Gunman entered main entrance & is headed toward Gym

Counter – The Last Resort

Effective barricade for a door opening out?

HOW TO BARRICADE A DOOR

COUNTER YOU CAN SURVIVE CONTACT WITH AN ARMED INTRUDER  Police miss 80% of their shots in dynamic events.  The “bad guy” is not usually a highly skilled shooter.  Engage in acts that will require very high skill level:  Noise  Movement  Distance  Distractions

Aim at the Head of the Intruder Books Computers Chalk Tape Dispenser Markers Anything you can pick up (except students) COUNTER MEASURES – WHAT CAN I THROW?

JUST A FEW MORE THINGS… Gang tackle Four people if possible, one on each limb. Bring the person down and control the head Kick the weapon away and put something over it (hide it) First Aid – Control bleeding Contact with Law Enforcement

IMPLEMENTATION “ What information should we convey to our students, and how do we provide it?” You provide it at the time they need it If you can escape you tell them to evacuate and where to go If you cannot escape, you tell them to barricade the door Break a window and escape if possible Have them find counter measures Show them how to bring down the assailant (swarm) Get weapon away from assailant and hide it Call 911

*K THRU 2- MOVEMENT, NOISE, AND EVACUATION TO RALLY POINT. *3 RD -6 T H GRADE- MOVEMENT, NOISE, THROW OBJECTS AND EVACUATE. TEACHERS PRESENT *MIDDLE SCHOOL & HIGH SCHOOL – ALL OF THE ABOVE PLUS SWARM. TEACHERS PRESENT COUNTER MEASURES DEPEND ON GRADE LEVEL

POLICE RESPONSE

EVACUATE / ESCAPE BARRICADE / ESCAPE COUNTER MEASURES SWARM Don’t get overwhelmed by the big picture. Remember: ABN (Anything Beats Nothing) "In a moment of decision, the best thing you can do is the right thing. The next best thing is the wrong thing. The worst thing you can do is nothing.” Theodore Roosevelt REVIEW

Practical Scenarios Survivability improvement between AL & ALICE? % Casualties vs. 0-20% Numbers remind you of anything? What impacts survivability the most? EVACUATION Interfere with ability to easily acquire targets and shoot accurately? COUNTER MEASURES REVIEW
