SALT ISLAND - NEW WAVE OF DOMISTANI “BOAT PEOPLE” EXPECTED. ESTIMATES RANGE FROM 10, ,000 ARRIVING IN THE NEXT 3 WEEKS. SYNTHESIS EXERCISE 4.1 UNHCR photo

LATEST FACTS “Back Room” negotiations between the Salt Island Administrator and Officials from the Pacific States result in an agreement to accept up to 60,000 Domistani migrants on Salt Island with guaranteed support from Pacific States (and price supports for the Tuna Cannery operation for the next 3 years). Pacific States naval fleet has been ordered to undertake search and rescue missions for all small craft with Domistani passengers within Pacific States territorial waters. All such passengers are to be relocated to Salt Island, and their crafts destroyed. The UN security Council has begun a process for bringing the warring factions in Domistan to cease-fire talks to be held in Bali, Indonesia within 2 months.

Donor X, together with the Pacific States Oversea Aid Office, has called for a coordination and contingency planning meeting of all organizations currently involved in the Salt Island emergency.

Your goals for this coordination /contingency planning meeting: 1. Agree on a basic strategy and key policies for provision of emergency shelter on Salt Island for a maximum of 60,000 people. 2. Generate a list of critical tasks to be completed within 2 weeks. Pacific States Naval personnel can be detailed to assist in engineering and logistics support operations if requested. 3. Assign lead responsibility for the key actions required 4. Identify key indicators to be used as planning figures for the design and operation of this disaster response plan.
