Background  Korean Solidarity for Preparati on of 3rd Asian-Pacific Decade of Disabled Persons  unity created by organizations of persons with disabilities in May, 2010; -to evaluate the 2nd Asian and Pacific Decade of Persons with Disabilities from the disabled persons' perspective - to prepare the 3rd Decade reflecting demand and position of persons with disabilities.

Background  2st draft(2011)  having revised the action plan through seven planning committee meetings and one workshop since March, 2011  adding education, accessibility, employment and rescue measure in disaster to a 'targets and action plan' category of the revised action plan and also fleshed out goals and strategies proposed

Strategy  Enhance international exchange and cooperation among DPOs  Governments should support fully DPOs' international exchange and cooperation for DPOs in each country to carry out exchange and cooperation smoothly among countries and sub regions

Strategy  International Cooperation Fund for Persons with Disabilities in Asia and Pacific  30 million dollars should be created to promote the implementation of the Incheon Strategy  should be used for holding a 'sub-regional meeting to promote the implementation of the Incheon Strategy', promotion and education about the CRPD etc.  A management committee to operate the 'International Cooperation Fund for Persons with Disabilities in Asia and Pacific'

Strategy  Disability related social development goal in Asia and Pacific  include disability issues into the action plans of MDG  A ‘Disability related social development goal in Asia and Pacific’ 2016 shortly after completing MDG should be established  DAC of OECD should allocate some ratios of the total budget of ODA  'Asia and Pacific Disabled Persons Development Commi ttee' should be created

Strategy  Sub-regional Incheon Strategy Implementation Promotion Meeting  Sub-regional Incheon Strategy Implementation Promotion Meeting' composed  handle the issues of monitoring, evaluation and promotion of the Incheon Strategy as well as common pending issues in the sub-region  organized at least once a year
