4 Approach   Reviewed business process Regulatory work of issuing and managing permits   Used an application (Report of Waste Discharge) from Region 8 to create a regulatory measure* in a test environment   Evaluated critical components of CIWQS * A regulatory measure is a CIWQS record representing any type of action the Water Boards take. Permits and enforcement actions are different types of regulatory measures.
