CCWG Second public Consultation Reaching Consensus

What is required The CCWG needs to agree to release the document for public consultation in the very short term. We should aim to have a complete proposal for WS1 items and a clear list of WS2 items. No options, but a consensus package shall be presented. Where there are “open issues” these should be implementation details.

How do we plan to accomplish this We would like to avoid a formal consensus call or even a vote. If we can avoid it depends on the level of support for the whole package. We have reached consensus for a significant number of key elements of the proposal. These do not need to be confirmed again. We have some open questions and will test the temperature in the room on those. We know we need to compromise. We are quite confident most of us will like most parts of the whole package, but some may have issues with specific aspects.

How do we plan to accomplish this If you take issue with certain aspects of our report, we would like to present those views in the body of the report where we describe how we got to our recommendation. Please send a note to the pen-holder of the respective section of the report. Minority statements should be used by those that do not like the whole package. Ideally, we can present a consensus package in the report. Let’s make that happen!

If we fail to reach rough consensus on a key issue We would be forced to proceed via a vote of the members.
