2 What is PARIS21? l Consortium of stakeholders in statistics. l Partnership of developed & developing worlds l Global forum and network sharing knowledge statisticians policy makers development professionals other users of statistics, including civil society

3 The Structure l Secretariat based at OECD/DAC in Paris. Co-chair: Mr. Pali Lehohla Co-chair: Chairman of the DAC l Steering Committee of Multilateral Agencies 6 Bilateral Donors 6 Elected Developing Country Reps Rep for Anglophone Africa - Mr. Cletus Mkai (Tanzania) and Dr. O. O. Ajayi Alternate

4 Why Have PARIS21 l Launched in Paris in Nov in response to ECOSOC resolution. l Recognition that resources declining. l New demands for data Poverty reduction strategies & MDGs Integration with qualitative information Challenge of liberalisation Good governance and accountability New areas of concern, gender, environment l Country ownership and partnership. l Better co-ordination between partners needed.

5 What gap does it fill? l Address the real needs of policy makers - full stakeholders involvement & continuing dialogue. l Policy relevance should determine priorities. l Statistical Capacity Development depends on resources. l Resources flow only if the product is useful to policy-makers. l Advocacy required.

11 Country Workshops l Country Teams with Development Partners (EC/WB Trust Fund/PARIS21/Bilateral etc.) l More intensive country discussions with major stakeholders focused on key country strategies l Country-owned, Sequenced, Prioritised Strategy (Resource implications considered)

What Happened Here? l You are at the beginning of a long road. l We had trouble finding our way. l Communication is the first challenge - multiple disciplines l Common language. l Common understanding of theory.

What Theory? l Indicator theory l Monitoring and evaluation l Defining goals l Strategic approach l Concepts of a statistical system l Knowledge of process from Poverty Reduction Strategies

Communicating Priorities l Need clear guidance from policy makers l Decision makers have to communicate more clearly and anticipate statistical needs. l Botswana statisticians read policy to anticipate policy makers. l People surprised as what is not known. MDGs SA Policies - departments in the ‘big picture’

Wayfinding along the road l We need to know our goal. Clear policy questions. Need to reach consensus l We need to know how to get there. Map (strategy) guides & experts (good practice and help from region & beyond)

Wayfinding l When we know where we are going & have a map. We need to know: What are the costs What resources are needed How long will it take Key landmarks on the way

Next Steps l Much more consultation will be required - rounds & iterations l Effective system will need co- operation from all parts of the system l maintain political commitment l Long process l Achievable objectives

Noted l Dissemination strategy needed l Duplication of effort symptomatic l Access to information & statistics might be improved l Compendium/dictionary of concepts, definitions and sources useful l PARIS21 should publish more best practice
