Fire Department AMENDMENT TO THE FISCAL YEAR 2013 GENERAL FEE SCHEDULE UPDATING RATES FOR PARAMEDIC BILLING February 4, 2013 City Council

Fire Department Background The City of Pasadena provides Advanced Life Support (ALS) emergency services and as of June 18, 2012, began providing Basic Life Support (BLS) emergency services Pasadena, along with other area cities, ties its fee for ALS & BLS emergency services to Los Angeles County, Department of Health Services (DHS) 2

Fire Department Background LA County fee is based on a “prevailing rate”  Updated annually by change in CPI or changes in market rate Per Pasadena Municipal Code section the City may not charge more than the cost of providing the service 2005 Cost of Service study indicated that by adopting the County ALS rate Pasadena was charging less than full cost recovery ($844 v. $1,038) 3

Fire Department Background Given increases in salaries, benefits and overhead the City’s cost continues to exceed the LA County fee Therefore adoption of the proposed fee adjustments is consistent with the Municipal Code 4

Fire Department 5 Recommendation Amend the General Fee schedule adjusting the following billing rates for paramedic services. Change fee #120, Advanced Life Support transport, from $1,169 to $1,412 Change fee #121, Basic Life Support transport, from $819 to $1,010 Change fee #122, Code 3 Transport, from $111 to $128 Change fee #123, Mileage, from $17/mile to $18/mile Change fee #124, Basic Life Support Supplies, from $25 to $27
