2004 December Council for Science and Technology Policy of Cabinet Office released “Earth Observation Promotion Strategy” 2005 February  The GEOSS 10-Year Implementation Plan was adopted at the third Earth Observation Summit in Brussels.  “Earth Observation Promotion Commission” was established at the Ministry of Education, Culture, Sports, Science and Technology (MEXT) 2006 April As climate change is one of the most important issues in Earth observation, Japanese Alliance for Climate Change Observation (JACCO) was launched by the Ministry of the Environment (MOE) and the Japan Meteorological Agency (JMA). To develop a comprehensive and integrated climate change observation system that takes user needs into consideration. In order to achieve this objective, JACCO will  identify requirements for climate observations based on the need for monitoring and prediction of climate change,  coordinate the observation plans of each organization so that the whole observation system meets the requirements in the most efficient and effective manner, and  issue annual implementation plans for climate change observation by the relevant organizations. The Steering Committee consists of relevant ministries, agencies, and institutions that perform climate change observation. The Steering Committee is jointly chaired by MOE and JMA. The Scientific Advisory Board of JACCO consists of leading scientists from the field of climate science to provide the steering committee with scientific advice. The Office for Coordination of Climate Change Observation (OCCCO), located in the Center for Global Environmental Research (CGER) of the National Institute for Environmental Studies (NIES), supports the activities of JACCO. GEO provided the opportunities to JACCO for international coordination of climate change observation. JACCO has partly supported to hold the GEOSS Symposium on Integrated Observations for Sustainable Development in the Asia-Pacific Region (GEOSS AP Symposium) in Tokyo, Japan, on January Added Value

JACCO is closely related to SBA in climate (4.1.4). JACCO will develop a comprehensive and integrated system of climate change observation based on user needs in cooperation with international programs such as GEO, GCOS, and other international observation programs under WMO, WCRP, and IGBP.
